Canada has a requirement to establish a National Master Standing Offer (NMSO), on behalf of the Royal Canadian Mounted Police (RCMP) ERT/Marine Intervention and any government department, agency or Crown Corporation listed in Schedules I, I.1, II, III, of the Financial Administration Act, R.S., 1985, c. F-11. including Provincial/Territorial Identified users listed below, for the provision of Tactical Operations Dry suits (TODS) and Repair Kits for delivery across Canada. The Standing Offer will be valid from the date of issuance of the Standing offer for a period of three (3) years with the possibility to extend for an additional two (2) one year periods. An off the shelf item with English Operating & Care instructions, a repair kit and a sizing chart will be required as the pre-award samples with the bid at time of bid closing.

Basis of Selection

An offer must comply with all requirements of the RFSO and meet all mandatory technical and financial evaluation criteria to be declared responsive.

The responsive offer with the lowest aggregate price will be recommended for the issuance of a standing offer (potential 3 standing offers). Ranking will be established using the estimated quantities for all items, including options 1 and 2.
