The Offeror is required to provide the Department of National
Defence with Insignia (Rank Patches and Legends) in CADPAT™(TW)
and Canadian Average Green (CAG) material for the new Enhanced
Combat Uniform (ECU) for the Army, Air Force and Navy on an "as
and when requested" basis (see Annexes "B", "C", "D", "E", "F"
and "G") in accordance with Technical Supplements (see Annexes
"H", "I", "J", "K", "L", and "M"), sealed patterns and
specifications  (including Annexes "Q", "R" and "S") for a
period of 36 months from the date of issuance of the Standing
offer.  Items are to be delivered to 25 CFSD Montreal Depot and
7 CFSD Edmonton Depot as requested on individual call-ups. 

The National Individual Standing Offer (NISO) will be valid from
the date of issuance of the NISO for a period of thirty-six (36)
months with the possibility to extend for an additional three
12-month periods.


In order to receive Technical Data Packages against this Request
for Standing Offer(RFSO), potential offerors must provide the
following details with their request:   Company Name; Complete
mailing & physical address (p.o. box numbers not acceptable);

Please request as soon as possible to allow for processing time
- a delay in submitting your request will not be grounds for
extending the bid soliciation period.


The responsive offer with the lowest responsive aggregate price
per grouping will be recommended for the issuance of a standing
offer (potential for more than 1 standing offer). Ranking will
be established using the estimated quantities for all items in a
grouping, including all destinations.

Group 1:  all items using CADPAT™(TW) material found in Annexes
"B" and "C".
Group 2:  all items using CAG material found in Annexes "D",
"E", "F" and "G".

This requirement is subject to the provisions of the Agreement
on Internal Trade (AIT).


One (1) pre-award sample (PAS) of each of the following items
must be included with the offer: 
PAS of Item   8 from Annex "B	NSN 8455-20-006-9459	1 each
PAS of Item 74 from Annex "C"	NSN 8455-20-007-2751	1 each
PAS of Item 33 from Annex "E"	NSN 8455-20-007-3461	1 each


In addition to the PAS as stated above (and as stated in the
RFSO), fabric samples as well as Certificates of
Compliance (C of C) from the manufacturer must be included with
the Offer.

The requirement is conditionally limited to Canadian goods
and/or services.  If there are two or more offers with a valid
Canadian Content certification, then the evaluation will be
limited to the offers with the certification.  Refer to the RFSO
for more details.
