    Government of Canada is moving its Government Electronic
    Tendering Service from MERX to Buyandsell.gc.ca/tenders on June
    1, 2013.
    
    Starting June 1, 2013, federal government tenders (tender
    notices and bid solicitation documents) will be published and
    available free of charge on a Government of Canada Web site on
    Buyandsell.gc.ca/tenders.
    
    The Government Electronic Tendering Service on
    Buyandsell.gc.ca/tenders will be the sole authoritative source
    for Government of Canada tenders that are subject to trade
    agreements or subject to departmental policies that require
    public advertising of tenders.

    After June 1, 2013, all tenders and related documents and

    Amendment 001:
    The purpose of this amendment is to extend the bid period to
    June 25, 2013, 2pm, EDT.
    
    Requirement:
    The Department of National Defence (DND) has a requirement for
    Land Operations Temperate Boots (LOTB), spare laces and inserts
    in Brown Colour to be supplied in accordance with DND
    specifications. This procurement is divided in two phases:
    
    Phase 1: A maximum of three contracts will be awarded for the
    supply of 200 pairs of boots under each contract. Delivery to be
    made to Gatineau, Quebec. These boots will be used for a User
    Acceptance Trial.
    
    Phase 2: Following the User Acceptance Trial result, one or two
    contracts will be awarded for the firm total quantity of 80,000
    pairs of boots, 40,000 pairs of spare laces and 40,000 pairs of
    spares inserts to be delivered to Montreal, Quebec and Edmonton,
    Alberta. The Contract also includes one option to purchase
    additional maximum quantity of 70,000 pairs of boots, 40,000
    pairs of spare laces and 40,000 pairs of spares inserts
    exercisable during a period of 48 months from contract award
    date.
     
    Evaluation Criteria:
    The evaluation of proposals will be based on mandatory and
    point-rated criteria and a User Acceptance Trial. The mandatory
    requirements include the submission of pre-award samples. Note
    that a maximum of four pre-award samples per Bidder will be
    evaluated. The point-rated criteria are evaluating technical
    characteristics and the boot appearance. The User Acceptance
    Trial will evaluate the performance of the boots provided by the
    successful bidder(s) when worn by Canadian Forces Members during
    their day-to-day activities.
    
    Technical Data Package:
    Technical Data Package will be issued under separate cover.
    Therefore, it is imperative that the request be done as soon as
    possible to ensure timely receipt of the associated Technical
    Data Package. Notwithstanding the above, Canada must not be held
    responsible for untimely release of technical data.

    2013, in order to receive Technical Data Packages against this
    solicitation, the Bidder must provide the following details with
