    NATURE OF THE REQUIREMENT:
    
    The Department of National Defence has a requirement to procure sleeping bag systems. The GPSBS will be carried by military personnel on field operations and will be used for thermal
    protection during static activities in subtropical, temperate, and polar conditions. The GPSBS will be used with the in-service Self-Inflating Mattress or the Foam Sleeping Mat to provide
    protection and insulation from the ground, and may also be used with the in-service Bivy Bag for added protection from the elements. To carry the GPSBS, personnel currently have the inservice Valise or Waterproof Compression Sack. The GPSBS must be able to stow inside the
    in-service Rucksack
    .
    The GPSBS is to be man-portable, comfortable, and fit for the functions required by Canadian Armed Forces personnel. The GPSBS will offer enhanced portability and comfort through a modular design, making it configurable to the conditions personnel face on a mission or in training. The GPSBS will be easy to use and launder with a robust construction that maintains its performance in extreme operating conditions.
    
    A maximum of four (4) bids per bidder can be submitted. Each bid must be of a different Sleeping Bag System design. The Bidder must clearly identify the Brand and Model of each Sleeping Bag System design.
    
    The requirement is further detailed in Part 7 - Resulting Main Contract Clauses, as well as under Annex A - Requirement, Annex B - Statement of Work, Annex C - Specifications.  
    
    BASIS OF SELECTION:
    
    a. A bid must comply with all requirements of the bid solicitation and meet all mandatory technical and financial evaluation criteria to be declared responsive.
    
    b. Canada reserves the right to award up to two (2) contracts for two (2) different Brands of sleeping bags. For the purposes of this solicitation, a Brand is defined as a name, term, symbol or any other feature that identifies one seller’s good as distinct from those of other seller’s. 
    
    c. The two (2) responsive bids consisting of two (2) different Brands of sleeping bags with the highest combined rating of technical merit (60%) and price (40%) will be recommended for award of a contract for a firm quantity of 5,000 units each.
     
    d. If there is only one (1) compliant Brand, but more than one responsive bid with that Brand, one contract will be recommended for award for a firm quantity of 5,000 units to the responsive bid with the highest combined rating of technical merit (60%) and price (40%).
    
    e. If there is only one (1) responsive bid, one contract will be recommended for award of a firm quantity of 5,000 units to this successful Bidder.
    
    f. The overall technical score for each responsive bid will be determined as follows: total number of points obtained / maximum number of points available multiplied by the ratio of 60%.
    
    g. To establish the pricing score, each responsive bid will be prorated against the lowest evaluated price and the ratio of 40%.
    
    h. If a tie were to occur, the tiebreaker will be determined by the highest achieved Thermal Insulation test result. If a tie were still to occur, the tiebreaker will be determined by the highest pricing score.
