    Nature of Requirements: 
    
    1.Requirement: 
    The Department of National Defense’s Directorate Soldier Systems Program Management (DSSPM) has a requirement for the procurement of Dismounted Infantry Capability Enhancement (DICE) Helmets and Helmet Covers.
    
    Canada will provide Government-supplied Material (GSM), to be used in the manufacture of the helmet covers. Canada will provide to the Contractor the GSM free of charge, including transportation. Material required in addition to that estimated by the Bidder must be purchased from Canada at the price indicated in the resulting contract.
    
    Firm Quantities:
    * Item 1 - Helmets : 2100 units
    * Item 2 - Helmet Covers : 4200 units
    
    Option Quantities:
    
    This requirement includes an option exercisable during a period of 60 months from contract award for the following items:
    * Item 3 - Helmets : 8400 units
    * Item 4 - Helmet Covers : 16800 units
    * As part of the option, the Bidder must also provide a spare parts list. The items on the spare parts list will be ordered by exercising the option. The option may be exercised only by a contract amendment issued by the Contracting Authority. Multiple amendments may be issued to exercise the option.
    
    2.Tendering Procedures: Open - All interested suppliers may submit a bid.
    
    3.Evaluation Procedures and Basis of selection: 
    - The Phased Bid Compliance Process (PBCP) applies to this requirement.
    - Refer to Part 4 of the Solicitation Document for details.
    
    4.Delivery:
    All firm deliverables are to be delivered to Montreal, QC and Edmonton, AB.
    
    5.Enquiries:
