    On behalf of the Department of National Defence (DND), the
    Network Command & Control Integrated Situational Awareness
    Capability (Net C2 ISAC) Project has released this Letter of
    Interest (LOI) to determine the degree to which industry is able
    to provide a solution to the Department while maximizing
    Commercial Off-The-Shelf (COTS) components and to determine the
    solution's estimated cost. 
    The NET C2 ISAC Project is currently performing options analysis
    prior to entering its Project Definition stage. To obtain
    Project Approval, the NET C2 ISAC Project must be able to
    clearly identify project costs, schedule, and performance
    information for the proposed capability.
    The information gleaned from industry in response to this LOI
    will assist in the development of the required cost, schedule,
    and performance information and should ultimately lead to the
    creation of a Request for Proposal (RFP). 
    Aim
    The aim of this Request for Information is to determine
    industry's ability to deliver some or all elements of the
    capability requirement and solicit information as to how the
    requirements should be described and defined in terms of
    performance measures. 
    In addition, industry is asked to provide the capability cost
    for both project and the in-service support with a concept
    describing how both aspects are to be achieved for by their
    company.
    Project Background 
    The Canadian Armed Forces (CAF) is becoming increasingly reliant
    upon communications and computer networks to perform every
    aspect of operational and planning activities. Information
    Technology (IT) Services such as Email, Chat, Web Services, File
    Servers, Database Applications, Mobile Phone, Text Messaging,
    and others are critical to the success of operations, be they
    domestic, international, expeditionary or corporate
    services/administrative functions. 
    The challenge is that for every IT Service there is a vast
    network of IT Assets that form part of the delivery of the IT
    Service. If one or more of the dependant IT Assets fail or lose
    some functionality, the associated IT Services can fail or have
    degraded functionality. What's missing is a capability to
    monitor the delivery of the business services of Command and
    Control for the DND/CAF.
    
    The Mission of Net C2 ISAC is to:
    1)	Provide Operational Authorities the knowledge of key elements
    in the Information Technology Infrastructure (ITI) necessary to
    make well-informed decisions regarding the command and control
    of their operations.
    2)	 Deliver a capability that achieves the operational
    requirements and implements a long-term in-service support
    program for the capability as a whole.
    Project Scope
    Included Work and Services
    The End State of the Net C2 ISAC Project will see the
    implementation of the following:
    a.	Refined existing and/or new defined processes, that make use
    of appropriate ITI data sources, to establish reliable, relevant
    and meaningful situational awareness concerning the ITI that
    affects DND/CAF IT capabilities;
    b.	New software and hardware tools brought into service to
    support the Situational Awareness (SA) processes and ITI data
    sources;
    c.	Strategic and operational commanders (and staffs) trained and
    educated in their role regarding the ITI and situational
    awareness;
    d.	Trained IT Technical Staff personnel to deliver strategic and
    operationally relevant knowledge regarding the ITI to strategic
    and operational commanders (and staffs); and
    e.	An in-service support (ISS) program to maintain and optimize
    the processes, the software and hardware tools, and the training
    of personnel to ensure the capability remains reliable and
    operationally relevant.
