SVC RESPIRATOR-VP W8476-155142/A SUBJECT: Letter of Interest Joint Chemical Biological Radiological Nuclear General Service Respirator (Joint CBRN GSR) Project 1. Introduction 1.1 The Canadian Armed Forces (CAF) has a requirement for a Chemical, Biological, Radiological and Nuclear (CBRN) respirator to replace the current in-service respirator. 1.2 The Department of National Defence (DND) intends to procure Commercial Off-The-Shelf (COTS), Military Off-The-Shelf (MOTS) or modified COTS/MOTS respirator systems through a competitive procurement process to meet the CAF’s need. 1.3 It is anticipated that 62,000 Joint CBRN GSR systems will be required with an option for a further 15,800. Each Joint CBRN GSR system will consist of the respirator (including its filter system), and any respirator accessories required per original equipment manufacturers (OEM) design necessary to meet the requirements of the System Requirements Specification (SRS) and any required test equipmentadapters. 1.4 This requirement is subject to the Industrial and Technological Benefits (ITB) including Value Proposition (VP) policy. 2. Purpose 2.1 The purpose of this Letter of Interest (LOI) is to: a. Seek industry feedback on: i. The draft ITB including VP documentation; ii. The proposed VP evaluation framework, pillar weightings; and any changes you would make; iii. The proposed CBRN market segment definitions; and any changes you would make and; iv. Given that the current proposalis 15% VP, 65% Technical/Management and 20% Cost what is your view on an appropriate VP% and why? b. Allow industry to discuss and ask questions on the ITB including VP portion of the project by participating in a one-on-one teleconference with Innovation, Science and Economic Development Canada. Please fill out the Innovation, Science and Economic Development Canada One-on-One Consultation form to indicate your preferred date, time and attendance. 3. Invitation to respondents 3.1 Interested respondents are invited to request an electronic copy of the draft VP documents from the Contracting Authority at the e-mail address indicated below. 3.2 Respondents are invited to submit their response to the LOI by e-mail to the Contracting Authority on or before April 22nd, 2016. 4. Additional Information to respondents 4.1 No payment will be made for costs incurred in the preparation and submission of a response to the LOI. Costs associated with preparing and submitting a response, as well as any costs incurred by the respondent associated with the evaluation of the LOI, are the sole responsibility of the respondent. 5. No Obligation 6.1 Canada will not be bound by anything stated in this LOI or any other document provided with the LOI or documents provided by Canada further to a respondent’s request. Canada reserves the right to change, at any time, all or part of theproject requirements as it considers necessary, as the project progresses. 6.2 The issuance of this LOI does not create an obligation for Canada to issue a subsequent bid solicitation and does not bind Canada legally or otherwise, to enter into any agreement or to accept any suggestions from industry. 6.3 This LOI and subsequent Industry Consultation are not a bid solicitation and no contract will result from this request. 6.4 There will be no short listing of firms for purposes of undertaking any future work, as a result of this LOI. Similarly, participation in this LOI is not a condition or prerequisite for participation in any RFP. 6.5 Companies participating in this LOI should identify any submitted information that is to be considered as either company confidential or proprietary.
