    1. Advance Contract Award Notice (ACAN)
    
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or co
    nstruction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a 
    statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then p
    roceed with the award to the pre-identified supplier. 
    
    2. Definition of the requirement
    
    The Natural Resource Canada has a requirement for (1) MultiGas 2030 
    FTIR Analyzer including installation, manuals in English and training for up to (2) users. The delivery is required by December 29, 2015 to Ottawa, Ontario. 
    
    3. Criteria for assessment of the Statement of Capabilities  
    
    Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system meets the following requirement:
    
    The MKS 2030 FT-IR is the only system that has a 200 ml cell volume wi
    th high detector sensitivity capable of analyzing gaseous components in 
    the range of ppb to 100% in the presence of 10-20% water vapour. To achieve this type of analysis in the presence of water, the MKS 2030   has an IR cell that can be heated to 191°C. This elevated temperature is a
     regulatory requirement for diesel exhaust emission testing and is therefore needed to validate our results. The small cell volume co
    mbined with the high detector sensitivity of the MKS is required due to 
    the small flow volume that is used during the testing of our catalysts. 
    
    
    Larger cell volumes, available from other manufacturers, would take 
    more time to fill and would result in loss of information about 
    chemical processes/reactions occurring during the experiment. The ppb sensitivity is needed to analyze level of gaseous concentrations that are typically present in the exhaust gases during the tests. The MKS can 
    
    analyze sample flows rates from 0.2-10 L/min. This range of flow rates is essential to achieve the gas hourly space velocities (GHSV) required  f
    or our catalyst evaluation. The MKS system has permanent calibration which means the instrument does not have to be calibrated on a regular basis. Instrument calibrations are time consuming and require expensive high
     purity calibration gases. Thus the permanent calibration feature 
    allows for catalyst formulations to be optimized in a shorter time. CCR 
    Products is the only supplier that offers local support which is an 
    important and sometimescritical consideration in minimizing down time. 
    
    
    In summary, we have identified a combination of unique capabilities of the MKS 2030 gas analyzer that are critical for our application:
    
    • ppb sensitivity in high water vapour concentration (10-20%)
    • Celltemperature: 191°C
    • Small volume cell size (200mL)
    • Flow rate 0.2-10L/min
    • Permanent calibration
    • Local support
    
    4. Applicability of the trade agreement(s) to the procurement
    
    This procurement is subject to the following trade agreement(s):

    5. Justification for the Pre-Identified Supplier
    
    The only known supplier of Multigas 2030 FTIR Analyzer meeting all the above required technical specifications is CCR Process Products. For this reason, it is proposed to negotiate this requirement with CCR Process Products.
    
    6. Exclusions and/or Limited Tendering Reasons
    
    The following exclusion(s) and/or limited tendering reasons are invoked un
    der the:

    Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    10. Closing date for a submission of a statement of capabilities
    
    The closing date and time for accepting statements of capabilities is December 2, 2015 at 2:00 p.m. EST.

    You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above.
    
    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.  However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
    
    Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any procurement.
    
    Documents may be submitted in either official language of Canada.
