The Department of Innovation Science and Economic Development Canada has a requirement for one Mass comparator which must meet all of the mandatory technical requirements as specified below: 

- The instrument must have a capacity of no less than 2.g. and no greater than 6.1 g. 
- The instrument must have a readability of 0.0001 mg or smaller. 
- The instrument must have a repeatability: 0.0004 mg or less.
- The instrument must have an eccentricity: 0.04 mg or less.
- The instrument must have a sensitivity ratio: 0.98 to 1.02 on 1 mg @ 0 and max deadload.
- The instrument must have a platter size 16 mm diameter minimum. The platter must be flat and solid with no cut-outs.
- The instrument must have a must work with a standard North American power outlet.
- The instrument must be able to be placed on a table that is 61cm X 88cm.
- The vendor must supply a minimum of one (1) either electronic or hard-copy of all the manuals required for operating and basic maintenance of the Mass Comparator and any accessories. The manuals must be supplied in English.

-The Bidder must include, within their bid, a service plan in instances where the instrument requires to be serviced by the manufacturer that includes, but not limited to the following: 

-quality assurance measures;
-time to acquire replacement parts;
-typical turnaround time once parts are acquired;
-time from contact with problems to onsite evaluation of device in Ottawa, Ontario;
-contact information for past clients that can attest to the accuracy of the plan.

Delivery is requested by February 15th, 2018 to Ottawa, Ontario.
