    1.  Advance Contract Award Notice (ACAN) 
    
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 
    
    2. Definition of the requirement 
    
    The Department of National Defence (DND) Defence Research and Development Canada has a requirement for the purchase of two portable Signal Generators for a mobile RF test capability. 
    
    Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements.
    Any interested supplier must demonstrate by way of a statement of capabilities that its system meets the following requirements:
    - A maximum unit size of a height of 1 HU and a width of 1/2 of a 19" standard equipment rack so that 2 identical units will fit side-by-side in a 1 HU high 19" wide rack.
    - Capable of producing an RF signal output at frequencies within the range of 1 MHz to 3 GHz, with an I/Q modulation bandwidth of up to 240 MHz at an output frequency, and further a waveform length of up to 1 GSample.
    - Capable of producing vector signal generator outputs with frequency and level switchover times of least 240 microseconds.
    
    3.  Applicability of the trade agreement(s) to the procurement 
    
    This procurement is subject to the following trade agreements: 
    -  Agreement on Internal Trade (AIT)
    -  North American Free Trade Agreement (NAFTA)
    
    4.  Justification for the Pre-Identified Supplier 
    
    The Portable Signal Generators from Rohde & Schwarz Canada Inc. has unique technical features not found elsewhere which are required to support DND operations:
    
    To meet the maximum size requirements for the mobile test capability, two (2) identical Signal Generators are required to fit side-by-side in a standard 1 HU high 19" inch wide equipment rack. These size requirements are derived from test capability deployment CONOPS (concept of operations) for very remote locations, both in Canada and in various Allied countries, where these units will be used to support DND Departmental S&T objectives.
    
    The specific details of the purpose and required performance of the mobile RF test capability is classified as are the specifics of the type of testing that will be conducted with the equipment. The minimum performance required from the Signal Generators is ?a frequency range of 1 MHz to 3 GHz with signals having up to 240 MHz I/Q modulation bandwidth and up to 1 GSAMPLE waveform length. GNSS satellite personalities and fast switchover time of at least 240 microseconds are also required to achieve the mobile test capability. 
    
    5. Government Contracts Regulations Exception(s) 
    
    The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d): only one company is capable of performing the work.
    
    6. Exclusions and/or Limited Tendering Reasons 
    
    The following exclusions and/or limited tendering reasons are invoked under the: 
    a. Agreement on Internal Trade (AIT) - Article 506.12(b)
    b. World Trade Organization - Agreement on Government Procurement        (WTO-AGP) - Article XV.1(b)
    c. North American Free Trade Agreement (NAFTA) - Articles 1016.2(b) 
    
    7. Period of the proposed contract or delivery date:
    
    The equipment must be delivered on or before ARO.

    Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    10. Closing date for a submission of a statement of capabilities 
    
    The closing date and time for accepting statements of capabilities is July 4, 2017 at 2:00 p.m EST.

    You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above.
    
    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.  However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
    
    Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any procurement.
    
    Documents may be submitted in either official language of Canada.
