    	The Department of National Defence, Applied Science Section of
    the Quality Engineering Test Establishment, have a requirement
    for the supply, installation, commissioning, training, manuals,
    software maintenance, software updates of one Handheld FTIR
    Spectrometer.   An irrevocable option to purchase Software
    maintenace for up to four additional one year periods has been
    included.
    
    	The Handheld FTIR Spectrometer is required to conduct in-situ
    non-destructive in-field or in-laboratory investigations on
    samples that cannot be removed from the equipment that they are
    part-of or are too large to be analysed with conventional
    in-laboratory equipment.  The spectrometer is intended for the
    analysis of many different samples and must therefore be capable
    of measurement of reflective, non-reflective, infra-red
    absorbing and infra-red scattering samples.
    
    Typical materials to be analysed will be solids, liquids,
    greases, pastes, gels such as coatings (liquid or at different
    stages of cure or oxidation, etc.), surface contaminants at
    sub-micron thicknesses (oil, grease, detergent, corrosion
    products, minerals, etc.), polymers (rubber, plastic, fabric,
    composites, etc.).
    
    	Delivery will be made to Gatineau, Quebec and is requested on
    or before January 29, 2016.
    
    The Handheld FTIR Spectrometer must meet all the requirements
    stated in the RFP and as attached in Annex A .

    The Crown retains the right to negotiate with suppliers on any
    procurement.
