Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities thatmeets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Definition of the requirement Environment and Climate ChangeCanada, Emergencies Science and Technology Section, has a requirement for the supply of a Microscope in accordance with the Requirements listed in Annex A. The Microscope will be used for oil spill research, among others. 3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system (as appropriate) meets the following requirements: - The Apotome unit of the microscope must automatically adjusts and optimizes grid position for various fluorescence excitation wavelengths so that no manual adjustment is required. - The microscope must offer a structured illumination system matched to the individual components of the microscope. - The microscope must come complete with three optimized grids to be used for low, mid and high magnification objectives. - The grids must be integrated in the slider and motorized for quick change when multiple objectivesare used. - The microscope must be optimized based on the fluorochrome excitation wavelength to ensure optical axial resolution of about 1 airy disk in order to allow for small variations in wavelengths to be compensated for and thus maintain highly resolved images. - The structured illumination unit of the microscope must be integrated into a slider that fits into the field-aperture diaphragm of the microscope. - The sensors in the slider must immediately instruct the software to operate in theApotome Mode. - Alignment and setup of the microscope must be wizard based and must only need to be performed during installation. - Alignment and setup of the microscope must be able to be rechecked at any time. - The calibration must be able to run in fully automatic mode. - The microscope must work equally well with standard HBO, LED and mixed-gas light sources. - Calibrations, settings, exposures, etc. must all be saved with images for accurate image reproduction at a later date. - The microscope must offer the possibility to be attached to the upright Axio Imager microscope and the, V16 Macroscope. - There must be no increase to the microscope’s Footprint. - Instant results. As each Z-position image is acquired the resultantimage must be displayed in its corrected form. - The software-based 3D-deconvolution technique where the stack needs to be acquired and then post-processed is not accepted. 4. Applicability of the trade agreement(s) to the procurement This procurement is subject to the following trade agreements: o Agreement on Internal Trade (AIT) o North American Free Trade Agreement (NAFTA) 5. Justification for the Pre-Identified Supplier The Carl Zeiss Apotome2 microscope is a state ofthe art microscope designed to render optical sections using the principle of structured illumination. It is capable of generating optical slice thickness down to one airy unit. Multiple components are compatible with the Emergencies Science and Technologies Sections current Carl Zeiss Axioskop microscope in which Carl Zeiss is the sole manufacturer of this high end technology. 6. Government Contracts Regulations Exception(s) The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work." 7. Exclusions and/or Limited Tendering Reasons The following exclusions and/or limited tendering reasons are invoked under the: o Agreement on Internal Trade (AIT) - Article 506.12(a) o North American Free Trade Agreement (NAFTA) - Article 101.2(d) 8. Period of the proposed contract or delivery date o All deliverables are requested on or beforethree months from Contract award. 9. Suppliers' right to submit a statement of capabilities Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. 11. Closing date for a submission of a statement of capabilities The closing date and time for accepting statements of capabilities is April 6, 2017 at 2:00 p.m. EST. 12. Should you have any questions concerning this requirement, contact the contracting officer identified above. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
