    Nature of Requirements: 
    
    1. Advance Contract Award Notice (ACAN) 
    
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 
    
    2. Definition of the requirement 
    
    The Department of Natural Resources Canada has a requirement for the supply of a dynamic pressure calibration system, of pressure transducers, to ensure accurate measurements during blast testing. Due to the nature of these tests, the sensors are exposed to heat, fragmentation and pressure and therefore require calibration after each use to ensure they have not been damaged or desensitized. In order to ensure that the measurements are accurate, Canmet CERL  intends to purchase a dynamic pressure sensor calibration system which is compatible with Canmet CERL’s current inventory of pressure transducers. 
    
    3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) 
    
    Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system (as appropriate) meets the following requirements: 
    
    a) The Dynamic Pressure Calibration System (DPCS) must have a minimum operating range of 0 psi (pounds per square inch) to 150 psi.  
    
    b) The rise time of the pressure pulse used by the DPCS must not exceed 5 ms (milliseconds).
    
    c) The accuracy of the reference gauge used by the DPCS must have an accuracy equal to or lower than 0.2% full scale, but may not exceed 0.3 psi.
    
    d) The DPCS must be a complete, off the shelf, fully functional, standalone calibration system, and include at minimum all of the following features and functionality:
    
    • Automated calibration 
    • Data acquisition and evaluation
    • Internal database, storage and reprocessing of data
    • Automatic calculation of sensitivities, linearity, and discharge time constants. 
    • Printable ISO compliant calibration certificates. 
    
    e) The DPCS must be compatible with, and include adapters for the following pressure sensors: PCB112A21, PCB113B22, and PCB 137B pencil probe series. 
    
    f) The DPCS must be able to produce ISO compliant calibration certificates for every pressure sensor that is put through for calibration. The certificate must include the following: 
    
    • Sensor details
    o Model,
    o Serial #,
    o Type of sensor.
    
    • Sensitivity, measured in mV/psi (millivolts / pounds per square inch) and mV/MPa ( millivolts / megapascal) 
    • Linearity, measured in % FS (percentage of full scale) 
    • Bias, measured in VDC (volts direct current) 
    • Graph with output in mV (millivolts) and input in psi (pounds per square inch) with test the test data points along with a trend line. 
    
    4. Applicability of the trade agreement(s) to the procurement

    5. Justification for the Pre-Identified Supplier 
    
    The only known supplier of a Dynamic Pressure Calibration System (DPCS) that meets all the above requirements is Dalimar Instruments. For this reason, it is proposed to negotiate this requirement with Dalimar Instruments.
    
    6. Government Contracts Regulations Exception(s) 
     
    The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work".
    
    
    7. Exclusions and/or Limited Tendering Reasons 
    
    The following exclusion(s) and/or limited tendering reasons are invoked under the following: 
    
    o Canadian Free Trade Agreement (CFTA) - Article 513.12(b)(j);
    o North American Free Trade Agreement (NAFTA) - Article1016.2(b).
    
    
    8. Period of the proposed contract or delivery date 
    
    The pressure sensor calibrator must be delivered no later than March 31st, 2020.

    10. Suppliers' right to submit a statement of capabilities 
    
    Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

    You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above.
    
    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.  However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
    
    Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any procurement.
    
    Documents may be submitted in either official language of Canada.
