    General Requirement Preamble
    
    The Certification & Engineering Bureau (CEB) at Innovation, Science and Economic Development Canada requires a retrofit to its existing 3-Meter Semi-Anechoic Chamber (SAC) in order to carry out regulatory compliance testing, standards development activities as well as measurement studies. 
    
    
    Retrofit Specification Requirements:
    
    The 3-Meter Semi-Anechoic Chamber (model number: FACT 3-2.0) requires a retrofit to its current radio frequency (RF) absorber material in order to improve it’s RF characteristics (Normalized Site Attenuation and Site Voltage Standing-Wave Ratio (SVSWR) parameters). This retrofit is required to ensure adequate accuracy and performance while carrying out regulatory compliance testing, standards development activities as well as measurement studies. This retrofit will also improve productivity as it eliminates the need of placement of current mobile RF absorbers panels on the back wall of the 3-Meter SAC. 
    
    As reference, the current absorber layout is included in Annex A, Part 2.
    
    The current lighting in the 3-Meter Semi-Anechoic Chamber shall also be upgraded to low Electromagnetic Interference (EMI)/Electromagnetic Field (EMF) design LEDs. The current light fixtures use incandescent bulbs, which are obsolete and regular LED bulbs cannot be used within these fixtures due to the impact on the RF environment within the 3-Meter SAC. This lighting upgrade will maintain the RF characteristics of CEB 3-Meter SAC and will reduce future electrical operating costs and ecological footprint.
    
    The following specification requirements outline the technical requirements for the semi-anechoic chamber upgrade.
    
    
    Mandatory Requirements
    
    3-Meter Semi-Anechoic Chamber Retrofit - Mandatory Requirements
    
    Preparation of Work Area
    
    Specification requirement:
     
    • Remove the existing foam RF absorber material from walls and ceiling, leaving the ferrite panels intact.
    
    • Clean the remaining ferrite panels as needed to ensure proper adhesion of the new RF absorber material.
    
    • Protect and maintain the condition and cleanliness of the floor surface (ground plane) in the chamber throughout the retrofit process.
    
    RF Absorbers Installation
    
    Specification requirement:
    
    • Provide and adhere new RF absorbers to the existing ferrite panels over both right and left sidewalls, including the door, as necessary to comply with the requirements of testing and performance section.
    
    • Provide and adhere new RF absorbers to the existing ferrite panels over the rear wall, as necessary to comply with the requirements of testing and performance section.
    
    • Provide and adhere new RF absorbers to the existing ferrite panels of the ceiling, as necessary to comply with the requirements of testing and performance section.
    
    
    Floor Placed RF Absorbers
    
    Specification requirement:
    
    • Provide removable RF absorbers for placement on the floor, for testing above 1 GHz, as necessary to meet SVSWR requirements of testing and performance section.
    
    Lighting 
    
    Specification requirement:
    
    • Provide and install new LED lighting solution excluding electrical connections.
    
    • The LED lighting shall be low Electromagnetic Interference (EMI)/Electromagnetic Field (EMF) design.
    
    • The LED lighting solution shall included the necessary power supply, filter(s) and LED lights to replace six (6) incandescent lights. The resulting solution must provide a minimum of six (6) LED lights.
    
    Testing and Performance 
    
    Specification requirement:
    
    • Once the new RF absorbers and LED lighting is installed, chamber validation testing in accordance with the applicable standards listed below shall be performed:
    
    • The chamber shall be tested for Normalized Site Attenuation (NSA) per ANSI C63.4-2014 and ANSI C63.4a-2017 from 30 MHz to 1 GHz at 3-meter geometry.
    • The chamber shall be tested for SVSWR per CISPR 16-1-4:2017-01 from 1 to 18 GHz at 3-meter geometry.
    
    • The CEB shall be provided a test report demonstrating that the chamber complies with the following specifications:
    
    • NSA within ± 4.0 dB from 30 MHz to 1 GHz.
    • SVSWR less than ± 6.0 dB from 1 to 18 GHz, without the deployment of any additional mobile back absorber panels.
