    Public Works and Government Services Canada has a requirement for theprovision of all labour, equipment, materials, tools, supplies, supervision required to provide janitorial cleaning services at Shearwater, NS in accordance with Annex A - Statement of Work.
    This Request for Proposal (RFP) contains Mandatory requirements at solicitation closing date (see part 4 - Evaluation Procedures and Basis of Selection RFP).
     Site Visit
    It is recommended that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at 10 Hudson Way, Dartmouth, Nova Scotia Shannon Hill on January 19, 2016. This site visit will also include the Shannon Hill location which is a seperate RFP E0225-160378/A.. The site visit will begin at 0930hrs. Bidders may be requested to sign an attendance sheet. Bidders who do not attend or do not send a representative will not be given an alternative appointment and will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included asan amendment to the bid solicitation.
    Mandatory Contractor's Experience and Past Performance
    To be considered responsive, a bid must meet all of the following mandatory evaluation criteria. Bids not meeting all of the mandatory requirements will be given no furtherconsideration.
    The bidder must provide evidence of its experience and past performance by referencing three (3) projects or contracts satisfactorily rendered for a minimum of two (2) consecutive years within the past five (5) years dating back to January 1, 2010, wherein the range of janitorial services provided are comparable to those described in this Request for Proposal (RFP).
    Period of this Services contract will be for a two (2) initial years plus three option years if required.
    This requirement is subject to the provisions of the North American Free Trade Agreement (NAFTA).
    The bidder must hold a valid organization security clearance on Closing Date.
    There is a security requirement associated with this requirement. For additional information, consult Part 6 - Security and Part 7 - Resulting Contract Clauses. For more information on personnel and organization security screening or security clauses, bidders should refer to the Canadian Industrial Security Directorate (CISD), Industrial and Security Program of Public Works and Government Services Canada (http//ssi-isstpsgc-pwgsc.gc.ca/index-eng.html)

    Basis for Selection/Evaluation:
    A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated pricewillbe recommended for award of contract.
