Janitorial Services - CFS St John's

Public Works and Government Services Canada (PWGSC) on behalf of
Department of National Defence has a requirement for the
provision of all  labour, equipment, tools  and supervision
required to provide Janitorial Service at three locations within
CFS St. John's, Newfoundland, NL. These locations are Paddon
Building, Military Resource Centre (MFRC), HMCS Cabot and Boat
House building. 


Optional Site Visit
It is recommended that the Bidder or a representative of the
Bidder visit the work site. Arrangements have been made for the
site visit to be held at 115 The Boulevard, St John's, NL, A1C
6B5 on 22 July 2015. The site visit will begin at 0930hrs,
Newfoundland, in Construction Engineering Office Room, 3rd
Floor. Bidders are requested to communicate with the Contracting
Authority no later than 08 July 2015, 1600hrs, Newfoundland to
confirm attendance and provide the name(s) of the person(s) who
will attend. Bidders may be requested to sign an attendance
sheet. Bidders who do not attend or do not send a representative
will not be given an alternative appointment but they will not
be precluded from submitting a bid. Any clarifications or
changes to the bid solicitation resulting from the site visit
will be included as an amendment to the bid solicitation.

This Request for Proposal (RFP) contains MANDATORY requirements
at solicitation closing date ( See PART 4-EVALUATION PROCEDURES
AND BASIS OF SELECTION of RFP).

1.0 Mandatory  Contractor's Experience and Past Performance
To be considered responsive, a bid must meet all of the
following mandatory evaluation criteria. Bids not meeting all of
the mandatory requirements will be given no further
consideration.
	
The bidder must provide evidence of its experience and past
performance by referencing three (3) projects or contracts
satisfactorily rendered for a minimum of two (2) consecutive
years within the past five (5) years (dating back to January 1,
2010), wherein the range of janitorial services provided are
comparable to those described in this Request for Proposal
(RFP). 

A space that is a minimum of 50% of the size (23,447 m².)

2.0 The bidder must hold a valid organization security clearance
on or before bid closing.


Period of this Services contract will be  two (2) initial years
plus three option years, if required.

This requirement is subject to the North American Free Trade
Agreement (NAFTA), Agreement on Internal Trade (AIT), and World
Trade Organization- Agreement on Government Procurement
(WTO-AGP).
