This Standing Offer is for the testing and inspection of concrete, asphaltic concrete, granular fill, mortar materials, and reinforcing bars layout for various locations throughout Northeast and Southeast New Brunswick (Restigouche, Gloucester, Northumberland, Kent and Westmorland Counties) as well as Northeast Nova Scotia (Cumberland County). The period of the Standing Offer will be for two years from the date of award. All work is to be performed in accordance with the Terms of Reference forming part of the bid document. Note: Laboratory Qualifications Code for Concrete Testing Laboratories - The Consultant must be a C.S.A. accredited firm for concrete inspection. The firm will provide written proof of accreditation upon request of all technicians performing the work. The estimated cost for this opportunity is within the following cost category: $100,001 - $250,000 (HST extra). Bid security is not a requirement for this tender. Under the Code of Conduct and Certification provisions, Section 01 of 2006 (2012-07-11) Standard Instructions - Request for Standing Offers - Goods or Services - Competitive Requirements, Bidders must submit the following as part of their bid: 1. a complete list of names of all individuals who are currently directors of the Bidder; 2. a properly completed and signed Consent Form, for each individual named in the aforementioned list After issuance of a standing offer, offerors may request a debriefing on the results of the request for standing offers. Offerors should make the request to the Standing Offer Authority within 15 working days of receipt of notification that their offer was unsuccessful. The debriefing may be provided in writing, by telephone or in person. Firms intending to submit tenders on this project should obtain tender documents through the MERX services provider. Addenda, when issued, will be available from the MERX provider. Firms that elect to base their bids on tender documents obtained from other sources do so at their own risk and will be solely responsible to inform the tender calling authority of their intention to bid. Standard terms and conditions for this procurement are incorporated by reference, and form part of the tender and contract documents. The standard documents are issued by Public Works and Government Services and may be viewed on the MERX electronic bulletin board as part of the information module.
