    Renovations to the RCMP J. Division Headquarters Building -
    Fredericton, New Brunswick
    
    
    Public Works and Government Services Canada (PWGSC) is calling
    for proposals from Architects for a requirement to renovate the
    RCMP J Division Headquarters building located in Fredericton,
    New Brunswick. Services to be included are specification and
    drawing review and verification, preparing a tender package for
    each unit, and services during construction including on site
    supervision.The building will remain fully occupied and
    operational during construction thus requiring a construction
    phasing plan.  Renovation will involve major upgrades to the
    mechanical and electrical base systems with associated
    modifications to the architecural components.  It is anticipated
    that the penthouse will be expanded to accommodate the
    mechanical and some electrical changes. Significant upgrades to
    the elevator systems are required.  Changes to the interior
    layouts of approximately 60% of the building on floors 1 to 4
    including furniture inventory and recommendations for final
    layout. 
    
    This is a Two Phase Procedure, Request for Proposal (RFP) based
    upon the requirements of the RFP document and the Project Brief.
    The successful proponent will be required to enter into a
    Standard Architectural & Engineering Services Contract (Terms
    and Conditions are included in the RFP).
    Within the RFP Document, the Crown sets out the project
    requirements, i.e., the particulars of the project itself and
    the broad scope of services required from the proponent.
    Proponents responding to the RFP will be requested to submit
    their proposal in two phases. Phase One cover only the
    qualifications, experience and the organization of the
    Proponents Team and accomplishments of its key personnel.  Phase
    Two proposals will cover the detailed approach to the Work, and
    the pricing and terms offered.

    The preliminary construction estimate for this project is $12,
    000,000.00 (HST extra) in constant dollars.

    Firms intending to submit tenders on this project should obtain

    when issued, will be available from the MERX provider.  Firms
    that elect to base their bids on tender documents obtained from
