    Plant Control & Monitoring Systems - Base Sewage Plant & Base

    The Department of National Defence has a requirement for the
    establishment of a Regional Individual Standing Offer (RISO). 
    This Standing Offer is for the furnishing of all labour,
    materials, tools and equipment required for the maintenance and
    repairs of the plant process control and monitoring system at
    Building A-13, Water Treatment Plant and Building N-5, Base
    Sewage Treatment Plant located at CFB Gagtown, Oromocto, New
    Brunswick. The period of the Standing Offer will be from April
    1, 2013 to March 31, 2015. All work is to be performed in
    accordance with the Specification No. L-G2-9900/1579 forming
    part of the bid document. 
    
    Note: The Contractor must be INTOUCH Integrator Certified and
    knowledgeable in the servicing and repair of: WonderWare control
    and monitoring system; SAX Comm8 Software, INTOUCH 9.2 and
    newer; Programmable Logic Controllers (PLC) by Allen Bradley;
    SLC 50/4 OPTIMATE 1500 panel for modem located at Firehall for
    the Base Sewage Treatment Plant; Supervisory Control & Data
    Acquisition (SCADA) Operating System using Allen Bradley
    Rockwell Automation Software; RS VIEW 32 Software for the Base
    Water Treatment Plant: RS Logix 5000 Software for the Water
    Treatment Plant: and Windows XP (Latest Version). The contractor
    must have access to system software packages and should also be
    familiar with headworks operations in sewage treatment and water
    treatment plants. The work shall be performed by authorized
    persons employed  by or approved by system manufacturers on all
    systems. Proof of all certifications must be provided prior to
    award of the Standing Offer Agreement
    
    The estimated cost for this opportunity is within the following
    cost category: $100,001.00 - $250,000.00 (HST extra).  Bid
    security is not a requirement for this tender.
    
    After issuance of a standing offer, offerors may request a
    debriefing on the results of the request for standing offers.
    Offerors should make the request to the Standing Offer Authority
    within 15 working days of receipt of notification that their
    offer was unsuccessful. The debriefing may be provided in
    writing, by telephone or in person.
