Title: Canadian Coast Guard Atlantic Regional Headquarters, Southside Base Reconstruction, Phase 3, St. John’s, NL Public Works and Government Services Canada (PWGSC) intends to engage a De sign Builder for the design and construction of a Canadian Coast Guard (CCG) Atlantic Regional Headquarters building at the Southside Base in St. John’s, NL. The project includes the design and construction of a building approximately 900 m2 in area, three to four stories in height, constr ucted on a limited footprint of approximately 2300 m2, and certified under the CAGBC LEED certification program. Primary use of the bu ilding will be office space on the upper floors with shops and garages on the ground floor. This Request for Proposal (RFP) process will follow a two-staged approach. Stage one covers qualifications, experience, and ac hievements of the proposed team. Following evaluation and rating of submissions, proponents who qualify will be invited to submit a stage two proposal covering a detailed design and approach to thework as well as pricing and terms. Final selection is based on a weighted evaluation of both technical and price submissions. To be considered responsive, the proponent’s team members and key personnel providing design services, shall be, licensed, or eligible to be licensed to provide the necessary professional services in the Province of Newfoundland and Labrador. SPECIAL INSTRUCTIONS: During stage two of the RFP, it is recommended that proponents visit the site and its surroundings to review and verify the form, nature, and extent of the work, materials necessary for the completion of the work, the means of access to the site, severity, exposure and uncertainty of weather, soil conditions, any accommodations they may require,and in general shall obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect their proposal. No allowance shall be made subsequently in this connection on account of error or negligence to properly observe and determine the conditions that will apply. An optional site visit for this purposed will be identified to those invited to Stage Two of the RFP. Contractors, Proponents, or those they invite to site are to review specification Section 01 35 29 - Health and Safety Requirements - be fore visiting the site. Take all appropriate safety measures for any visit to site, either before or after acceptance of proposal. Obtain prior permission from the Departmental Representative beforecarrying out such site inspection. Proponents must refer to General Instructions 23- Proposal (Bid) Security Requirements, and Section 4.0 for Integrity Provision - Proposal, applicable to this requirement.
