The qualification list will expire within 60 days or upon award of a contract in Phase Two, whichever is earlier, and the prequalification list will not be used in any other solicitation. Bids must be submitted using the CPC connect service. The solicitation number must be identified in the CPC Connect message field of all electronic transfers. Further instruction is provided in the Invitation to Qualify document. PROJECT DESCRIPTION Public Works and Government Services Canada (PWGSC) has a requirement for the reconstruction of a marginal wharf at Old Perlican, NL. The work under this project consists of the furnishing of all plant, labour, equipment and material to perform the work. In general, work under this contract will consist of, but will not necessarily be limited to, the following: 1. Complete removal and disposal of the existing marginal wharf and finger pier spans #1A and #2A. 2. Partial removal and disposal of the concrete deck on wharf #411(s) and complete removal and disposal of the concrete deck, vertical fenders, horizontal fenders, coping, wheelguard, and wheelguard blocking on finger pier crib #1A, wharf #411(s) and the required +2.60m elevation deck tie-in distance of finger pier crib #2A. 3. Removal of existing asphalt, granulars, and any other uplands features, as required to facilitate new work. 4. Removal of existing shoreline, as required to facilitate new work. 5. Disconnection, temporary removal, reinstatement (replacement with new), and extension of existing service lines, including freshwater lines. 6. Construction of a new, inverted, treated timber crib, marginal wharf with reinforced concrete deck and other features, and to dimensions. Cribs to be placed on hard bottom/bedrock and/or placed on rock mattress. 7. Construction of new finger pier span #1A and #2A, to dimensions. 8. Construction of new built-up timber cribwork, concrete deck, vertical fenders, horizontal fenders, coping, wheelguard, and wheelguard blocking on finger pier crib #1A, wharf #411(s) and the required +2.60m elevation deck tie-in distance of finger pier crib #2A. 9. Construction of new shoreline protection, including new granulars, stone barricades, rock fill, geotextile, and filter stone. 10. Installation of new rock scour protection along perimeter of rock mattress and hard bottom portions of new wharf. 11. Cribseat excavation, including rock removal if required, to facilitate placement of the new marginal wharf (and rock mattress where required). 12. Harbour dredging of existing seabed, including rock removal if required. 13. Regrading of the uplands area and installation of new rock fill (if required to remedy any soft spots encountered), granulars, and asphalt. 14. Installation of new catch basins complete with storm sewer pipe extending out through the new marginal wharf. 15. Installation of new concrete slab for uplands electrical pedestals c/w protective posts and water service post. 16. New electrical site upgrades. FAMILIARIZATION WITH SITE Before submitting a bid, it is recommended that bidders visit the site and its surroundings to review and verify the form, nature and extent of the work, materials necessary for the completion of the works, the means of access to the site, severity, exposure and uncertainty of weather, soil conditions, any accommodations they may require, and in general shall obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect their bid. No allowance shall be made subsequently in this connection on account of error or negligence to properly observe and determine the conditions that will apply.
