    Services & CEAA Assessments - NB & PEI
    
    Public Works and Government Services Canada (PWGSC) has a
    requirement to establish Regional Indivdual Standing Offers
    (RISOs) for a range of Environmental Services for federally
    owned properties in the provinces of New Brunswick and Prince
    Edward Island, as per the attached Required Services.  
    
    These Environmental Services may include any or all of the
    following: Phased Environmental Site Assessments, Site
    Remediation, Risk Assessments, Environmental Auditing,
    Environmental Management Systems Support, and Environmental
    Impact Assessments, including related permitting and scientific
    studies (eg. Biology, Oceanography, Archeology).  Unlike
    previous Standing Offers, this one includes Environmental Impact
    Assessment (EIA) related work and there will not be a separate
    EIA Standing Offer.  The Required Services (RS2.1) has been
    amended in order to reflect these new requirements.   
    
    PWGSC is intending to issue four (4) RISOs in response to this
    Request for Standing Offer (RFSO).  This requirement will be
    evaluated in accordance with pre-set mandatory, technical and
    price criteria.  Offers will be rated with regard to the:
    Proposed Team Approach and Management of Services, Past
    Experience of the Offeror, Senior Environmental Specialist
    Expertise and Experience, Project Personnel Expertise and
    Experience, as well as the proposed price of services.  
    
    The four (4) highest ranked offers will be recommended for
    issuance of a RISO based on ideal business distribution
    percentages which have been pre-established as follows: 30% of
    business volume to the top ranked consultant, 27% to the second,
    24% to the third, and 19% to the fourth.  Should we receive less
    than four (4) resposive offers, the value of the business
    distributed will be adjusted accordingly.
    
    The total estimated value of these RISOs is estimated to be
    $5,000,000.00 (HSTI).  Individual call-up amounts will vary, up
    to a maximum of $150,000.00 (HSTI).  A Standing Offer is an
    agreement and not a contract.  Canada does not guarantee that
    the full amount, or that any amount, will be called-up on any
    resulting RISO.   
    
    The term for these RISOs will be two (2) years from the date of
    issuance, on an "as and when requested basis."
    
    IMPORTANT NOTE TO OFFERORS: 
    
    Offerors are responsible for obtaining copies of solicitation
    forms, special instructions, and specifications which are now
    available directly from the MERX site. Offerors will arrange to
    print the documents they require at a printer of their choice or
    on their own equipment.  Amendments, when issued, will be
    available from the MERX service provider.  It is the
    responsibility of the Offerors to ensure that all amendments
    issued prior to solicitation closing have been obtained and
    addressed in the submitted offer.  
    
    Firms intending to submit offers on this project should obtain
    Request for Standing Offer documents through the MERX services
    provider at http://www.merx.com, referencing the solicitation
    number.  The telephone number for MERX is 1-800-964-MERX (6379)
    all across Canada.  Firms that elect to base their bids on
    solicitation documents obtained from other sources do so at
    their own risk and will be solely responsible to inform the
    Standing Offer Authority of their intention to submit an offer.

    Labrador   A1C 5T2.  This PWGSC Office provides procurement
    services to the public in English, but documents may be
