    Government of Canada is moving its Government Electronic

    Environmental Site Remediation System, Site 16, Gander
    International Airport, Gander, NL
    
    Public Works and Government Services Canada has a requirement to
    supply, install and operate a remediation process at Site 16 to
    extract, contain and dispose of free phase petroleum
    hydrocarbons (identified as Jet B Fuel) from the subsurface. The
    site is air side, Gander International Airport, Gander, NL.
    
    SPECIAL INSTRUCTIONS:
    Bidders shall note that there are strict security requirements
    in place at this active airport site, and all arrangements for
    site visits are to be arranged by contacting the Real Property
    Contracting Officer and all contractors shall be escorted on
    site and subject to all restrictions/ regulations imposed by the
    Gander International Airport Authority (GIAA).
    
    Bidders must refer to GENERAL INSTRUCTIONS TO BIDDERS (GI) -
    R2710T (2013-01-28) for the Code of Conduct and Certification
    provisions applicable to this requirement.
    
    INSURANCE REQUIREMENTS:
    
    There are non-standard security requirements associated with
    this requirement.
    
    IMPORTANT NOTE TO BIDDERS:
    
    With the introduction of the new Government Electronic Tendering
    Service (GETS III), there are significant changes to the
    standard Public Works and Government Services Canada (PWGSC)
    construction tenders.
    
    Bidders are responsible for obtaining copies of tender forms and
    special instructions which are now available directly from the
    MERX site.
    
    Drawings and Specifications are now available for viewing and
    downloading in a Portable Document Format (PDF) or in a standard
    paper version. Bidders should note that Attachment 1 (ATT 1)
    contains the Drawings and Specifications Package (DSP) which
    consists of PDF files organized in an industry recognized
    directory structure.    
    
    It is the responsibility of the Bidder to ensure that all
    addenda issued prior to tender closing have been obtained and
    addressed in the submitted tender.
    
    Standard terms and conditions for this procurement are
    incorporated by reference into, and form part of, the tender and
    contract documents. The standard Public Works and Government
    Services Canada documents may be viewed at
