    This bid solicitation cancels and supersedes previous bid solicitation number F6140-210701/A,  dated September 24, 2021 with a closing of October 27, 2021 at 2:00 PM NDT.   A debriefing or feedback session will be provided upon request to bidders/offerors/suppliers who bid on the previous solicitation
    
    Public Services and Procurement Canada (PSPC) has a requirement, on behalf of the Department of Fisheries and Oceans for harbour redevelopment at Raleigh, Newfoundland and Labrador. The work consists of the furnishing of all plant, labour, equipment and material for the harbour redevelopment.  Note that the Contractor must incorporate COVID-19 standardized protocols in their site specific Health and Safety Plan.  
    
    In general, work under this contract will consist of, but will not necessarily be limited to, the following: 
    
    1. Demolition of the existing wharf, building and electrical systems.
    
    2. Construction of a new treated timber crib wharf, complete with a reinforced concrete deck, to the dimensions as indicated on the drawings.  523 pieces of 200mm X 200mm pressure treated timbers at 6100mm lengths will be supplied by Canada to be used in the crib construction. 
    
    3. Construction of a new harbour authority building.  
    
    4. Supply and installation of mooring cleats, structural timber for coping, wheelguard, wheelguard blocking, fenders, ladders and associated hardware for new wharf construction.
    
    5. Uplands rock and gravel fill placement, topped with granulars.
    
    6. Construction of a new concrete launchway, complete with pre-cast panels.
    
    7. Electrical work.
    
    8. Supply and installation of new rock fill core, filter stone and armour stone for rubble mound breakwater construction.
    
    FAMILIARIZATION WITH SITE
    
    Before submitting a bid, it is recommended that bidders visit the site and its surroundings to review and verify the form, nature and extent of the work, materials needed for the completion of the work, the means of access to the site, severity, exposure and uncertainty of weather, soil conditions, any accommodations they may require, and in general shall obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect their bid or costs to do the work. No allowance shall be made subsequently in this connection on account of error or negligence to properly observe and determine the conditions that will apply. 
    
    Contractors, bidders, or those they invite to site are to review specification Section 01 35 29 - Health and Safety Requirements before visiting site. Take all appropriate safety measures for any visit to site, either before or after acceptance of bid. 
    
    
    MATERIAL SUPPLIED BY CANADA
    
    the declared value of the material supplied by Canada for this project is $ 99,600.00 (HST extra).  This amount shall be added to the contract value when determining the amount of insurance required under the Builder's Risk / Installation Floater coverage.
