    IMPORTANT NOTICE 
    
    TWO PHASE SELECTION PROCESS
    
    This is the first phase (Phase One) of a two-phase process: the first phase will evaluate the qualifications of all interested suppliers; the second phase (Phase Two) will invite the qualified suppliers to provide a financial bid on the project based on the specifications and drawings. The qualification list will expire within 60 days or upon award of a contract in Phase Two, whichever is earlier, and the prequalification list will not be used in any other solicitation. 
    
    Bids must be submitted using the CPC connect service. The solicitation number must be identified in the CPC Connect message field of all electronic transfers.  Further instruction is provided in the Invitation to Qualify document.  
    
    PROJECT DESCRIPTION
    
    Public Services and Procurement Canada (PSPC) has a requirement for a Fishway Replacement in Lomond River, Newfoundland and Labrador.    The work of this project consists of the furnishing of all plant, labour, equipment and material to perform the work. 
       
    In general the work under this contract consists of but is not necessarily limited to:
    
    1. Complete all necessary upgrades to Tower Road, as required for access purposes.
    2. Design, construct and maintain a temporary access road and laydown, on west side of the river, for the full duration of the project until access is no longer required. 
    3. Design, construct and maintain a temporary access road on the east side of the river for construction and installation of the bridge abutments and bridge launch. The access road shall remain for the full duration of the project until the access is no longer required. 
    4. Construct and maintain temporary dewatering devices and structures.
    5. Clear, grub, prepare site and excavate in areas adjacent to the existing fishway to expose work area for demolition and new construction.
    6. Demolish and remove existing concrete pool and weir fishway and other items.
    7. Remove rock to facilitate construction of new structures. This will include both foundation rock removal and base rock removal.
    8. Develop and implement a fish relocation program to be maintained between June 1st to September 30th (each year). 
    9. Construct new reinforced concrete, vertical slot fishway structure in similar footprint to the existing fishway. 
    10. Install new reinforced concrete diversion walls with rock anchors along the upstream sections of the new fishway.
    11. Construct new attraction flow piping system.
    12. Install rip-rap along the uplands side of the new fishway structure to fill excavated areas, existing fishway channel areas, and blending of existing terrain to new fishway. Armour stone to be installed along downstream shoreline area.
    13. Supply and install new pre-engineered steel pedestrian bridge on new elevated reinforced concrete abutments.
    14. Fabricate and install new trash rack.
    15. Supply and install stop logs at entrance and exit pool locations.
    16. Fabricate and install fish trap gantry.
    17. Install chain link fence and gates.
    18. Site clean-up.
    
    FAMILIARIZATION WITH SITE
    
    Before submitting a bid, it is recommended that bidders visit the site and its surroundings,  to review and verify the form, nature, and extent of the work, materials needed for the completion of the work, the means of access to the site, severity, exposure, and uncertainty of weather, soil conditions, any accommodations they may require, and in general shall obtain all necessary information as to risks, contingencies, and other circumstances which may influence or affect their bid or cost to do the work. No allowance shall be made subsequently in this connection on account or error or negligence to properly observe and determine the conditions that will apply.
    
    Contractors, bidders, or those they invite to site are to take all appropriate safety measures for any visit to site, either before or after acceptance of bid.   Obtain prior permission from the Departmental Representative before carrying out a site inspection.
