Prince Edward Point (Milford), ON.  Bird Banding Facility.  Visitor Experience Improvements. Project Number:  R.080100.002

Project Scope of Work:  

Work of this contract comprises of the construction of a new bird Banding Station, Outhouse, wayfinding signage and benches at the Prince Edward Point National Wildlife Area located in Prince Edward County, Ontario. The main building will have a concrete slab on grade sitting on a concrete leveling slab, with prefabricated cross-laminated timber panels (CLT) for the exterior walls and sloped roof. Exterior finish will be eastern white cedar siding on strapping, the interior walls will be exposed CLT finished with linseed oil, the roof will be standing seam steel roof. The public space will be a covered open area adjacent to the bird banding operation. Power for the LED lights will be provided by a stand-alone solar kit, there will be no water service to this building. There is custom millwork and windows for the bird banding station. The out building will house a non-electric composting toilet complete with a fan powered by roof mounted sand-alone solar kit. The walls and roof will be wood framed, with T&G wood interior, eastern white cedar siding on strapping exterior and roof finished to match the banding facility. The floor will be a concrete slab on grade sitting on concrete leveling slab, there will be no water service to this building. Wayfinding signage and benches are also part of this contract. Wayfinding signage consists of several different signs, Arrival sign, Orientation signs, Trail Marker signs, Find me signs, Combination signs and Directional signs. 

The Contractor must perform and complete the Work within Twenty Two (22) weeks from the date of notification of acceptance of the offer.     

OPTIONAL SITE VISIT  

There will be a site visit on September 19, 2018 at 11:00AM. Interested bidders are
to meet at Prince Edward Point Bird Observatory, 6056 Long Point Road, Prince Edward Point (Milford), Ontario, K0K 2P0;

Bidders should register with the Contracting Officer, Sheila Dhanna at 
sheila.dhanna@pwgsc-tpsgc.gc.ca OR 416-512-5855 and provide the names 
of each individual attending the site visit, in order to gain access to the site.    

The representative of the Bidder should sign the Site Visit Attendance Sheet at the site visit.  

Safety Attire: In order to be guaranteed access to the site visit all persons should have the  
proper personal protection equipment (safety glasses, footwear, vests and hard hats etc.). 
Contractor`s personnel/individuals who do not have the proper safety attire may be denied 
access to the site.

Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.

Bidders should provide, with their bid or promptly thereafter, a complete list of names of all individuals who are currently directors of the Bidder.  If such a list has not been received by the time the evaluation of bids is completed, Canada will inform the Bidder of a time frame within which to provide the information.  Failure to provide such a list within the required time frame will render the bid non-responsive.  Bidders must always submit the list of directors before contract award. 
Canada may, at any time, request that a Bidder provide properly completed and Signed Consent Forms (Consent to a Criminal Record Verification form - PWGSC-TPSGC 229) for any or all individuals named in the aforementioned list within a specified delay.  Failure to provide such Consent Forms within the delay will result in the bid being declared non-responsive.
