    SCOPE OF WORK:
    
    Public Works and Government Services Canada (PWGSC) intends to
    retain a firm of Surveyors to survey Transport Canada (TC) lands
    north of Queen Elizabeth Way in Niagara Region, Ontario.
    
    The required work involves obtaining a series of boundary
    surveys for parcels that are under the custodianship of TC in
    the Niagara area.  The Department of Transport Canada owns lands
    which are managed by the St. Lawrence Seaway Management
    Corporation (SLSMC).  This project includes cadastral surveying
    work required in order to establish the limits of certain TC
    lands in the Niagara area.  These lands include approximately
    730 hectares of land area and 541 hectares of water lot.  The
    lands and water lot are located immediately east of the working
    Welland Canal running from Lake Ontario to the Queen Elizabeth
    Way.
    
    This project requires professional surveying services to provide
    TC with an up-to-date report on extent and quality of ownership
    of certain St. Lawrence Seaway lands located in the City of St.
    Catharines and the Town of Niagara-on-the-Lake. The report is to
    include the results of a search of the local Registry Office
    records, field surveys and the preparation of Reference Plans of
    Survey.
    
    ESTIMATED CONTRACT VALUE 
    
    The estimated value of this opportunity is within the following
    range: $100,000.00 to $400,000.00.
    
    RFP DETAILS:
    
    Bidder(s) are requested to submit their proposal identifying how
    they will meet Mandatory and Point Rated technical evaluation
    criteria. 
    
    Bidder(s) must be in compliance with all Mandatory evaluation
    criteria listed in the Request for Proposal (RFP).
    
    Responsive bidders will then be evaluated for the Point Rated
    technical criteria which will cover the bidder's: understanding
    of the project; scope of services; management of services; and
    firms skills/experience.  The PWGSC Evaluation Board will
    evaluate and rate each submission according to the evaluation
    criteria, components and weight factors set out in the RFP.  
    
    The responsive Bidder with the lowest evaluated price will be
    recommended for Contract award.
    
    Surveying firms interested in providing these services may order
    the Request for Proposal documents which are distributed through
    the Government Electronic Tendering Service (GETS).  Standard
    Terms and Conditions for this procurement are incorporated by
    reference into, and form part of the Tender and Contract
    Documents.  The Standard documents are issued by Public Works
    and Government Services Canada and may be viewed on
    buyandsell.gc.ca. Tender documents can be obtained from GETS by

    Amendments, when issued, will be available from GETS. In all
    cases bidders must indicate in the space provided on the
    Proposal Form the identification number(s) of the amendment(s),
    if any, that they have taken into consideration for their bid.

    under the heading "RETURN BIDS TO".  Failure to do so will
    result in your submission being deemed non-complaint.
