REQUEST FOR STANDING OFFERS - ENGINEERING SERVICES RELATED TO ENVIRONMENTAL COMPLIANCE FOR ALLIED PETROLEUM PRODUCT TANK SYSTEMS, ONTARIO REGION

Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Ontario Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority.

This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.

Public Works and Government Services Canada (PWGSC) is inviting engineering consulting firms with experience and expertise in Environmental Compliance for Storage Tank Systems for Allied Petroleum Products to submit offers for Standing Offers. The range of services required by the selected consultant team(s) will include but not be limited to: Fuel storage tank system audits and/or compliance reviews; production of engineering reports, operation manuals, and emergency preparedness and response plans; development of designs, drawings and specifications for storage tank projects; tender support; contract administration and construction oversight/supervision; and technical advice and direction related to storage tank systems.


The Request for Standing Offer (RFSO) may result in the authorization of up to three (3) Standing Offers in the Ontario Region each for a period of two (2) years from the date of issuance of the Standing Offers. If the Standing Offer is authorized for use beyond the initial period, the Consultant offers to extend its offer for three additional one-year periods under the same conditions and at the rates or prices specified in the Standing Offer.

Canada anticipates the total dollar value of all Standing Offers is estimated to be $3,000,000.00 (Applicable Taxes included) for the first two years and three one-year optional years. Individual call-ups will vary, up to a maximum of $600,000.00 (HST included).

The RFSO will be a single submission process.  Offers will be evaluated for both technical content and price.  The offer rankings will be based on 90% for technical evaluation and 10% for price.  Standing Offer particulars are described in the RFSO.

Firms should be able to demonstrate successful delivery of these services for a broad variety of projects over the last five (5) years. In general, the firm and its personnel will be evaluated on the basis of their demonstrated understanding of the Comprehension of the Scope of Services, Team Approach / Management of Services, Offerors Past Experience on Projects, Offerors Senior and Project Personnel Expertise and Experience and Hypothetical Projects.

Firms interested in providing these services may order the Request for Standing Offer documents which are distributed through the Government Electronic Tendering Service (GETS). Standard Terms and Conditions for this procurement are incorporated by reference into, and form part of the Tender and Contract Documents. The Standard documents are issued by Public Works and Government Services Canada and may be viewed on buyandsell.gc.ca. Tender documents can be obtained from GETS by visiting their web site at http://buyandsell.gc.ca/tenders. Amendments, when issued, will be available from GETS. In all cases bidders must indicate in the space provided on the Offer Form the identification number(s) of the amendment(s), if any, that they have taken into consideration for their bid.

This RFSO only allows Offerors to use the epost Connect service provided by Canada Post Corporation to transmit their offers electronically. Offerors must refer to GI10, Submission of offer, for further information. Due to the nature of the bid solicitation, offer transmitted by facsimile, hard copy (submitted in person or via mail/courier) will not be accepted
