Solicitation No. EQ754-201826/B Request for Standing Offers, Ontario Region, Geotechnical Engineering and Materials Testing Services

Public Works and Government Services Canada (PWGSC) is inviting consulting firms with Geotechnical Engineering expertise to submit offers for Standing Offers in the Ontario Region, excluding Ottawa-Carleton, but including dams and water retaining structures along the Rideau Canal.  

The selected consultants shall provide a range of services as identified in the Required Services section of this document for geotechnical and material testing projects in the Ontario Region, including, but not limited to the following: Dams, Bridges, Buildings, Airport facilities, Water and Sewage Treatment Plant, Municipal Infrastructure facilities, Road, Pavements, Small Craft Harbour facilities, Ferry terminals, public wharves, docks and piers shore protection, river bank naturalization and stabilization, Breakwaters and retaining structures and Dredging material analysis, Utility Telecommunication towers, Light houses and Heritage Structures. 

The Request for Standing Offer (RFSO) may result in the authorization of up to four (4) Standing Offers in the Ontario Region each for a period of three (3) years from the date of issuance of the Standing Offers. Canada anticipates the total value of these Standing Offers to be approximately $6,000,000.00.

Examples of the types of projects which will require geotechnical and materials testing services include; carrying out inspections, investigations, monitoring and analyses of civil works of all materials (concrete, steel, wood, stone, soil, etc.) including all components such as approaches, embankments, abutments, wing walls, slopes, retaining walls, slabs, decks, superstructures, substructures, barriers, railings, curbs, mooring system, berthing system, etc.

The RFSO will be a single submission process. Offers will be evaluated for both technical content and price. The offer rankings will be based on 70% for technical evaluation and 30% for price. Standing Offer particulars are described in the RFSO.

Firms should be able to demonstrate successful delivery of the above referenced services for a broad variety of projects over the last five (5) years. In general, the firm and its personnel will be evaluated on the basis of their demonstrated understanding of the scope of services, their approach and methodology to providing those services, the quality of their relevant experience in this area, as well as the cost of the provision of the services.
