Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Ontario Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. Suppliers are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level. Please refer to SI06 Submission of Bid for additional details. PROJECT SCOPE OF WORK: Work of this Contract Comprises to fit-up approximately 422m2 of space to meet the needs of CSC armoury procurement and distribution and to renovate an existing kitchen area to storage use. The existing space is located in the General Outside (GO) building, Building MJ01, at Millhaven Institution used as generic administrative/warehouse space to support the institution. The existing warehouse function will be moved to the former kitchen space in building MHU inside Millhaven Institution. The warehouse area and the vacant office area in the GO building will be repurposed as the National Armoury. The kitchen area in Building MHU is to be renovated for use as storage space for Institutional Services. CONSTRUCTION TIME The Contractor must perform and complete the work 36 weeks from the date of notification of acceptance of the offer. OPTIONAL SITE VISIT There will be a site visit on Thursday February 25, 2021 at 11:00 AM EST at: CSC Millhaven Institution National Armoury Fit Up MJ01 & MHU HWY #33, P.O. BOX 280, K0H 1G0 Bath, Ontario Bidders must pre-register 72 hours prior to the site visit with the Contracting Officer, Cindy Marshall at Cindy.Marshall@tpsgc-pwgsc.gc.ca, to confirm attendance and provide the name of the person who will attend by 11:00 AM on Monday, February 22, 2021. Bidders who do not pre-register they will not be permitted to attend the site visit. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation. NOTE: As a result of the COVID-19 pandemic, the following precautions are mandatory during the site visit: Personal Protective Equipment Required: 1. Safety Boots 2. Hard Hat 3. Safety glasses 4. Non-medical masks/face covering Site Visit Plan • Bidders to queue at the Security Sally Post at the appointed time for the site visit. • CSC personnel will require visitors to provide identification. • Maintain 2m social distancing at all times. • Once all bidders have arrived, CSC personnel will issue instructions on entering the institution in order to view the project conditions. COVID-19 Precautions • Visitors to the site will be provided a surgical mask that must be worn. Personal masks will not be allowed. • Only one representative from each company permitted to a maximum of 10 people including PSPC or other representatives. • Maintain 2m social distancing at all times. • Observe proper hand hygiene while on site. Sanitize hands before entering the institution and after exiting. • Attendance will be taken by the Departmental Representative. • Bidder self-screening and declaration that there are not ill is required before entering the institution. • CSC personnel will ask all visitors screening questions. • Avoid social greetings (e.g. shaking hands).
