PROPOSAL SUBMISSION REQUIREMENTS***** ------------------------------------------ Amendment No. 003 This amendment is being raised to provide responses to Requests for Clarification ----------------------------------------- Amendment No. 002 This amendment is being raised to incorporate an Extension of Time. ------------------------------------------ Amendment No. 001 This amendment is being raised to provide a response to Request for Clarification. ------------------------------------------- Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Ontario Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. Proponents are required to submit proposals electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level. To stay up to date on the status of specific procurements, please consult Buyandsell.gc.ca. ****** SCOPE OF WORK: Public Services Procurement Canada (PSPC) on behalf of Correctional Service Canada (CSC), intends to retain an Architectural firm in the capacity of Prime Consultant for the provision of a multi-disciplinary team to fulfill the services required for this project. Sub-Consultants and/or Specialists include a Civil Engineer, Structural Engineer, Mechanical Engineer, Electrical Engineer, Cost Estimator, Facility Programming Specialist and Facility Operations Specialist. The project consists of providing a Master Plan for Collins Bay Institution in Kingston, Ontario with the option, at Canada’s discretion, of providing a Master Plan for the following sites: 1) Beaver Creek Institution, Gravenhurst, Ontario; 2) Grand Valley Institution, Kitchener, Ontario; 3) Bath Institution, Bath, Ontario; 4) Joyceville Institution, Kingston, Ontario; and 5) Warkworth Institution, Campbellford, Ontario. Interested proponents should refer to the Project Brief for additional details on the scope of work and Required Services. The Proponent shall be an Architect, licensed, or eligible to be licensed, certified or otherwise authorized to provide the necessary professional services to the full extent that may be required by provincial or territorial law in the province of Ontario. All Key Personnel (i.e. Architect and all Engineers) and Cost Estimator are to be licensed, or eligible to be licensed, certified or otherwise authorized to provide the necessary professional services to the full extent that may be required by provincial law in the province of Ontario. SECURITY REQUIREMENT: This procurement contains a security requirement. Proponents are advised that as detailed in Supplementary Instructions to Proponents (SI) 6 - Security Requirement, at the date of bid closing, the following conditions must be met: (a) the Proponent must hold a valid organization security clearance as indicated in Supplementary Conditions SC1. The personnel security requirements can be found in Supplementary Conditions (SC) 1 and are not required at the date of bid closing. RFP DETAILS: This Request for Proposal (RFP) is a two-phase process; Proponents responding to this RFP will be requested to submit their proposal in two phases. Phase One proposals will cover only the qualifications, experience and organization of the proposed Consultant Team. Following evaluation and rating of these proposals, proponents are advised of their competitive standing and responsive Proponents have the opportunity to decide whether or not to continue their participation by submitting a Phase Two proposal. Phase Two proposals will cover the detailed approach to the work including understanding of the project scope, milestones and schedule, management of services, project philosophy, and pricing. The combined Phase One and Phase Two submissions constitutes the final proposal. The Proponent whose responsive proposal achieves the highest total score is the first entity that the Evaluation Board will recommend be approached in order to finalize details of an agreement for the provision of the Required Services. The purpose is to select the highest ranked experienced firm of consultants and sub-consultants to fulfil the services required for this project. Interested proponents should refer to Submission Requirements and Evaluation (SRE) for details on the submission requirements and evaluation criteria. SITE VISIT AND PROPONENTS’ CONFERENCE: A site visit and Proponents’ Conference will not be held during Phase One but either one or both may be held during Phase Two of the Request for Proposal process. Should this be the case, additional details will be shared with the responsive Proponents during Phase Two. Please note that sensitive information such as the Building Condition Reports and Real Property Inventory Reports will only be released during Phase Two after Proponents have signed the Non-disclosure Agreement in Annex G.
