    IMPORTANT NOTICE TO SUPPLIERS RE. BID SUBMISSION REQUIREMENTS
    Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Ontario Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. 
    
    As an alternative to hard copy bids, suppliers may submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level. Please refer to SI06 Submission of Bid for additional details. Bidders should also note the requirements set out in SI05 Bid Security Requirements.

    PROJECT SCOPE OF WORK:  
    This requirement is for the Fit-up of the ground (first) floor of former Nurses Residence at 69 Seventh Avenue, Sioux Lookout, Ontario.  The work involves Mechanical, Electrical, Fire Protection, Civil and Structural work to support the fit-up of the ground floor, change of use of space from residential to warehouse use to allow for 500 m2 of storage space with an open floor plan (by removing non-load bearing walls), and new lighting, including all required upgrades to electrical, mechanical and structural components. Also include a provision of office accommodations for five (5) staff, including a washroom and a kitchenette. 
    The work also includes removal of asbestos-contaminated items such as (but not limited) to hard surfaces, curtains, linens and hard surface furniture.  Demolition material through-out the ground floor contains designated and hazardous material as described in the Designated Substances and Hazardous Materials Survey; and ACM Clean-Up Supervision & Monitoring report.
     
    Available for information and use are two additional attachments: 
    1. A Designated Substances and Hazardous Materials Survey; and  
    2.  ACM Clean-Up Supervision & Monitoring report. 
    
    CONSTRUCTION TIME
    The Contractor must perform and complete the Work 36 weeks from the date of notification of acceptance of the offer. 
    
    OPTIONAL SITE VISIT  
    1. There will be a site visit on Thursday December 17 at 10:00AM Central Standard Time (CST) at 69 Seventh Avenue North
    
    Bidders must pre-register 72 hours prior to the site visit with the Contracting Officer, Jordan Haynes at Jordan.Haynes@tpsgc-pwgsc.gc.ca, to confirm attendance and provide the name of the person who will attend by 11:00 AM Eastern Standard Time (EST) on Monday, December 14, 2020. Bidders who do not pre-register will not be permitted to attend the site visit.
    
    2. Safety Attire: In order to be guaranteed access to the site visit all persons should have the proper personal protection equipment (safety glasses, safety boots, hard hats, non-medical masks/face coverings etc.). Contractor`s personnel/individuals who do not have the proper safety attire may be denied access to the site.
    
    3. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation. 
    
    4. NOTE: As a result of the COVID-19 pandemic, the following precautions are mandatory during the site visit:
    • Bidders are to preregister 72 hours prior to the site visit, if they are not preregister they will not be permitted to attend the site visit
    • Only one bidder from each company permitted, to a maximum of 10         people including PSPC or other representatives
    • We request that you wear a Non-medical masks/face covering at         all times while outside of your vehicle.
    • Maintain 2m social distancing at all time.
    • Observe proper hand hygiene while on site. Sanitize hands before         entering the site and after exiting. Attendees should bring hand         sanitizer.
    • Attendance will be taken by Bidders announcing their name and         Departmental Representative recording (no list passed around).
    • Bidder self-screening and declaration that they are not ill is         required at arrival
    • Avoid social greetings (e.g. shaking hands).
    
    Self- screening assessment questions:
    1. Do you have a cough, fever, sore throat, difficulty breathing, or any    other new or worsening symptoms?
    2. Have you travelled outside of Canada in the past 14 days?
    3. Have you had close contact with a person with acute respiratory    illness who has travelled anywhere outside of Canada within the last    14 days before their illness?
    4. Have you been in close contact with a confirmed or probable case of    COVID-19 in the past 14 days?
       
    Do not attend the site visit if you answered yes to any of the    questions, and contact your health care provider for advice.
