Work under the Standing Offer is intended to be used for general construction, repair and maintenance of structures at the Department of National Defence (DND) Real Property Operations Unit Garrison Wainwright in Denwood, AB. The scope covers work on all buildings on the Garrison and associated fixtures on an "as and when" requested basis by DND in the form of call-ups for provision of general contractor services. A list of construction work that may be carried out under this Standing Offer Agreement includes, but is not limited to, the following: installation of new structural work; repair maintenance of any existing structural work; repair, maintenance and installation concrete work; carpentry finishing works includes flooring, drywall, and painting; general construction and environmental works; civil works; and electrical plumbing, flooring and painting in support of general construction works. The Standing Offer will be issued for a term of three (3) years. It is anticipated that two (2) firms will be issued a Standing Offer.

The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA).

Debriefing 
After issuance of a standing offer, offerors may request a debriefing on the results of the request for standing offers.  Offerors should make the request to the Standing Offer Authority within 15 working days of receipt of notification that their offer was unsuccessful. The debriefing may be provided in writing, by telephone or in person. The debriefing will include an outline of the reasons the submission was not successful, making reference to the evaluation criteria. The confidentiality of information relating to other submissions will be protected.
