Trade Agreement: Canadian Free Trade Agreement (CFTA) Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: Sewer Lift Station Upgrade EP922-210257/A Espedido, Kae A/Procurement Specialist Western - RPC (Real Property Contracting) Telephone: (780) 231-4719 Fax: (780) 497-3510 Project #: R.097512.001 Public Works and Government Services Canada (PWGSC) on behalf of Agriculture and Agri-Food Canada (AAFC), is seeking tenders for renovation upgrade to three sewage Lift Stations at the AAFC Lethbridge Research and Development Centre in Lethbridge, AB. AAFC owns, maintains, and operates a sewer system servicing the Lethbridge Research and Development Centre (LeRDC) facilities and an Alberta Provincial Jail and Detox/Treatment Centre. The LeRDC has a staff of 600 while the Provincial Jail has a staff of 150 with an inmate population of 600. Work will only be at the LeRDC location but could have an impact at the Alberta Provincial Jail and Detox/Treatment Centre. Three Lift Stations operate within this sewage collection system, which outflows into a force main to the City of Lethbridge sewer system. The Lift Stations are all 37 years old, with one known retro-fit since original construction. The structures appear to be sound, but the mechanical and electrical infrastructure is at the end of its serviceable life. Work will start with Lift Station 1, then Lift Station 3, and finish with Lift Station 2. Each Lift Station is to be completed and commissioned before starting at the next location. Service change over to the new electrical equipment is to occur during off peak hours for the Lift Station. Pumps are to be changed over during off peak hours. The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA). Value of Project: To assist with bonding and insurance requirements, this project is estimated between $1,000,001 > $5,000,000 Drawings and Specifications are now available for viewing and downloading in a Portable Document Format (PDF). Tenderers should note that attachment 1 (ATT 1) contains the Drawings and Specifications Package (DSP) which consists of PDF files organized in an industry recognized directory structure. OPTIONAL SITE VISIT There will be a site visit on Tuesday, July 7, 2020 at 9:00 AM. Interested bidders are to meet at the Main Parking Lot on the East end of the Main Building of the Lethbridge Research & Development Centre (5403 1 Avenue South Lethbridge, AB T1K 4B1). Safety Attire: In order to be guaranteed access to the site visit all persons should have the proper personal protection equipment (steel toed boots, face masks). Contractor`s personnel/individuals who do not have the proper safety attire may be denied access to the site. Covid-19: A form, "Guidance for Bidders Visiting AAFC Building/Sites" will need to be completed prior to the site visit. Please request for the form at e-mail address karieleenkae.espedido@pwgsc-tpsgc.gc.ca and complete the form before the site visit. The form will not be available on site. Please note to socially distance from one another on the field. A minimum number of Bidders will be allowed into a Lift Station at a time. ***New Process for Hand Delivered Bids, Edmonton, Canada Place - Effective March 11, 2020 A visitor pass is required to access PSPC bid receiving to deliver a bid in-person. A visitor pass can be obtained at the commissionaire/information desk in the main lobby of Canada Place. Please deposit your visitor pass in the bid receiving box with your bid, or return to the commissionaire/information desk. **Due to the impacts of the COVID-19 pandemic and to encourage physical distancing, the bid receiving unit in Edmonton will remain open but with limited staff and limited hours: Monday, Wednesday, Thursday and Friday, 9 am to 11 am and Tuesday, 9 am to 2 pm (local time). Public tender openings will be suspended until further notice.
