    IMPORTANT NOTICE TO SUPPLIERS RE: BID SUBMISSION REQUIREMENTS
    
    Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Western Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority.
    
    Suppliers are strongly encouraged to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.

    Faxed bids will be accepted at 1-418-566-6167.

    The Department of National Defence, has a requirement for the supply of all labour, material, tools, equipment, transportation and supervision necessary for the maintenance of commercial oil and gas furnaces and related equipment at 17 Wing in Winnipeg, and various satellite sites in Manitoba on an as required basis.  The period of the Standing Offer (SO) will be two years from date of issuance, with Canada retaining an irrevocable option to extend the SO by up to three, consecutive one year periods. 
    It is anticipated that only 1 firm will be issued a standing offer.
    
    This procurement contains MANDATORY requirements. See Part 4 and 5 of the RFSO for details.

    Optional Site Visit
    It is recommended that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at the Department of National Defence, 17 Wing, Winnipeg Manitoba on Wednesday August 24th, 2022. The site visit will be gin at 10:00am Winnipeg time. 
    
    Bidders are requested to communicate with the Contracting Authority no later than Wednesday August 17th , 2022 to confirm attendance and provided the name(s) of the person(s) who will attend. Bidders may be request to sign an attendance sheet. Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting form the site visit will be included as an amendment to the bid solicitation. 
    
    Bidders will be provided site visit details upon registering for the site visit. 
    
    Debriefing 
    After issuance of a standing offer, offerors may request a debriefing on the results of the request for standing offers.  Offerors should make the request to the Standing Offer Authority within 15 working days of receipt of notification that their offer was unsuccessful. The debriefing may be provided in writing, by telephone or in person. The debriefing will include an outline of the reasons the submission was not successful, making reference to the evaluation criteria. The confidentiality of information relating to other submissions will be protected.
