    Public Works and Government Services Canada (PWGSC) is inviting consulting firms with Architectural expertise to submit offers for Standing Offers in various zones.  The selected consultants shall provide a range of services as identified in the Required Services section of this document for building projects in the Western Region, excluding Comprehensive Land Claim Areas, Nunavut and Northwest Territories.  
    
    Geographic Zones and area boundaries are as follows and will be such each time they appear in this Request for Standing Offer (RFSO) described:
    
    • Northern Alberta covers the area of Red Deer, AB and north;
    • Southern Alberta covers the area south of Red Deer;
    • Saskatchewan is all of Saskatchewan
    • Manitoba is all of Manitoba
    
    Offerors shall be licensed or eligible to be licensed to practise in the provinces governing each applicable zone or zones (i.e. Alberta, Saskatchewan and/or Manitoba). If an Offeror is licensed to practise in only one of the three provinces, then that Offeror must be eligible and willing to be licensed in the province in which they are not licensed and which they have bid on. Firms should be able to demonstrate successful delivery of these services for a broad variety of projects over the last seven (7) years. In general, the firm and its personnel will be evaluated on the basis of their demonstrated understanding of the scope of services, their approach and methodology to providing those services, the quality of their relevant experience in this area, as well as the cost of the provision of the services.
    
    It is PWGSC's intention to authorize up to sixteen (16) Standing Offers, four (4) in each zone, each for a period of three (3) years plus an option of one (1) year from the date of issuing the Standing Offers.  
    
    This procurement is subject to the provisions of the World Trade Organization - Agreement on Government Procurement (WTO-AGP).
    
    This solicitation allows and encourages offerors to use the epost Connect service provided by Canada Post Corporation to transmit their offers electronically. 
    
    Due to the nature of the solicitation, transmission of offers by facsimile is not recommended for administrative reasons but available to offerors to provide an alternative opportunity in case of incompatibility or inability to transmit by epost Connect service.
    
    Offerors must refer to GI10 Submission of offer, and SRE 2 Offer Requirements, of the solicitation, for further information.
    
    Offers meeting the stated mandatory criteria will be evaluated against technical criteria, including Comprehension of the Scope of Services, Management of Services, experience, key personnel education and experience and understanding, methodology and approach to the services to be provided.  Personnel criteria will be evaluated based on the applicable zone in which the proponent proposes to do work.  To be considered further, offers must achieve an overall minimum Technical Weighted Rating of sixty-five (65) points out of the one hundred (100) Weighted Rating points available for the rated technical criteria as specified in the RFSO.

    Due to the impacts of the COVID-19 pandemic and to encourage physical distancing, the bid receiving unit in Edmonton will remain open but with limited staff and limited hours: Monday to Friday, 9 am to 11 am (local time). 
    
    Due to limited staff available, bidders are strongly encouraged to transmit their bids electronically using the epost Connect service instead of any of the other methods of bid delivery that are available should the solicitation allow.
