INVITATION TO SUBMIT A RESPONSE TO A REQUEST FOR QUALIFICATIONS
(RFQ)
IN THE CITY OF WINNIPEG
FILE NUMBER 529644

Public Works and Government Services Canada (PWGSC) is asking
interested parties to submit a response for a potential lease of
office space that meets the following criteria:

Section A: Lease Components

"	a lease term of ten (10) years, commencing on or about
December, 1, 2013, plus options to extend the lease for two (2)
additional period(s) of two (2) years each; 

"	approximately 505.6 usable square metres (um2) of contiguous
office space, 

"	the proposed space must be available at least twenty (20)
weeks prior to the above-noted lease commencement date so all
space(s) may be prepared for occupancy; 

"	 the proposed space must satisfy or be capable of satisfying
the following mandatory criteria:

1. The proposed space must be within an office or commercial
building; preference for
	main floor space with good visibility. Industrial type
buildings and those with industrial space will not be considered;
2. Bus service is to be available within 400 metres walking
distance to the leased premises with minimum service intervals
of 15 minutes or less during peak hour periods

"	the proposed space must be located in the city of Winnipeg and
on either side of one of the following roads:

	Henderson Highway: from McLeod Ave to McIvor Ave
	Main Street: from Jefferson Ave to Red River Blvd
	Leila Ave: from McPhillips Street to Garden Park Drive
	McPhillips Street: from Inkster Blvd to Templeton Ave

"	the proposed space must, on or before the lease commencement
date, comply with all requirements contained in PWGSC's
Standards for Leased Accommodation, a copy of which may be
obtained from the contact listed in Section F;

"	PWGSC may wish to visit or inspect the proposed space upon
reasonable notice; 

"	a threat and risk assessment may be required in order to
assess potential threats to the security of the proposed space
and to the public.

Section B: Responses

Interested parties must submit their responses to this RFQ in

Section C: Responses Required by

Responses are required by October 3, 2012, before 14:00:00 local
time. Any responses received after this time and date will not
be considered.


Section D: Information Provided by an Interested Party or an
Interested Party's Agent

Information provided by an interested party or by said party's
agent shall include the file number, the location and municipal
address of the building, current zoning, specific location of
space within the building, measured area of space, architectural
drawings identifying the proposed space with washrooms, exits
and other design elements, private/public parking facilities,
and details addressing all of the criteria listed above in
Section A. Agents submitting a response to this RFQ shall
provide PWGSC with a letter authorizing them to do so.  


Section E: Security Requirement

The building owner of the proposed space must hold a valid
security clearance at the Reliability level, approved and
granted by the Canadian Industrial Security Directorate (CISD)
of PWGSC. All parties interested in this potential lease project
are advised to obtain this mandatory security clearance level in
advance. Information regarding security clearance can be
obtained on the website of the CISD/PWGSC at
http://ssi-iss.tpsgc-pwgsc.gc.ca. Please contact the person
listed in Section F to initiate the security clearance process.

This RFQ is issued in order to invite interested parties to
demonstrate their capacity to comply with the requirements
described herein. Please note that PWGSC reserves its right to
cancel this RFQ at any time.  

Following a visit of the proposed premises, PWGSC reserves the
right to proceed with an invitation to submit Offers to Lease by
inviting only those interested parties deemed to most
effectively meet specific operational, security and public
safety requirements. If invited, an interested party must submit
an Offer to Lease using the PWGSC Lease Documentation Package
that shall explain in greater detail the complete requirements
of this proposed lease project.  

Interested parties not invited to submit an Offer to Lease shall
be notified and informed of the reason for such decision.

The Crown retains the right to negotiate with suppliers on any
procurement.
