Trade Agreement: NONE Tendering Procedures: All interested suppliers may submit a bid Attachment: None Competitive Procurement Strategy: N/A - P&A/LOI Only Comprehensive Land Claim Agreement: No Nature of Requirements: Public Advertisement for a Request for Qualifications (RFQ) INVITATION TO SUBMIT A RESPONSE FOR A REQUEST FOR QUALIFICATIONS (RFQ) IN THE CITY OF EDMONTON FILE NUMBER 525133 Public Works and Government Services Canada (PWGSC) is asking interested parties to submit a response for a potential lease of office space that meets the following criteria: Section A: Lease Components " a lease term of 10 years, commencing on or about December 1, 2014, plus an option to extend the lease for one (1) additional period of two (2) years; " approximately 625 usable square metres (um2) of contiguous office space and 1 parking space; " the proposed space must be available at least twenty-three (23) weeks prior to the above-noted lease commencement date so all space(s) may be prepared for occupancy; " the proposed space must satisfy or be capable of satisfying the following mandatory criteria: 1. the proposed space must be within an office or commercial building. Industrial type buildings and those with industrial space will not be considered. 2. the above mentioned parking space must be energized with an electrical outlet 3. the Leased Premises must be no more than 400 metres from a public transit stop with service no less than 30 minute intervals between the hours of 7:00 am and 5:30 pm, Monday to Friday inclusive and there must be an accessible walking route from the nearest public transit stop to the building. Parking must be available within 500 metres walking distance of the leased premises. 4. the physical characteristics of the Lands and the Building and the area and environment surrounding it, including neighbouring land uses, shall be compatible with the Lessee's intended use of the accommodation. " the proposed space must be located in the city of Edmonton and within the following boundaries (the geographical boundaries include sites on either side of the roads). The geographical boundaries are defined by the listing of 1 to 15 as follows: 1. Starting at the corner of 111 Avenue and Groat Road 2. South on Groat Road to 102 Avenue 3. West on 102 Avenue to 142 Street 4. South on 142 Street to 87 Avenue 5. West on 87 Avenue to 156 Street 6. South on 156 Street to Whitemud Drive 7. West on Whitemud Drive to 170 Street 8. South on 170 Street to Callingwood Road 9. West on Callingwood Road to 184 Street 10. North on 184 Street to 69 Avenue 11. East on 69 Avenue to 178 Street 12. North on 178 Street to 100 Avenue 13. East on 100 Avenue to Mayfield Road 14. North on Mayfield Road to 111 Avenue 15. East on 111 Avenue to Groat Road " the proposed space must, on or before the lease commencement date, comply with all requirements contained in PWGSC's Standards for Leased Accommodation, a copy of which may be obtained from the contact listed in Section F; " PWGSC may wish to visit or inspect the proposed space upon reasonable notice; " a threat and risk assessment may be required in order to assess potential threats to the security of the proposed space and to the public. Section B: Responses Interested parties must submit their responses to this Request for Qualifications in writing to the following address: Public Works and Government Services Canada Contracting Services, Bid Receiving Unit 5th Floor, 10025 Jasper Avenue Edmonton, Alberta T5J 1S6 or by facsimile to 780-497-3510. Please indicate File No. 525133 on all correspondence. Section C: Responses Required by Responses are required by April 11, 2013, before 14:00:00 local time. Any response received after this time and date will not be considered. Section D: Information Provided by an Interested Party or an Interested Party's Agent Information provided by an interested party or by said party's agent shall include the file number, the location and municipal address of the building, current zoning, specific location of space within the building, measured area of space, architectural drawings identifying the proposed space with washrooms, exits and other design elements, private/public parking facilities, and details addressing all of the criteria listed above in Section A. Agents submitting a response to this Request for Qualifications shall provide PWGSC with a letter authorizing them to do so. Section E: Security Requirement The building owner of the proposed space must hold a valid security clearance at the Reliability level, approved and granted by the Canadian Industrial Security Directorate (CISD) of PWGSC. All parties interested in this potential lease project are advised to obtain this mandatory security clearance level in advance. Information regarding security clearance can be obtained on the website of the CISD/PWGSC at http://ssi-iss.tpsgc-pwgsc.gc.ca. Please note that PWGSC reserves its right to cancel this RFQ at any time. Following a visit of the proposed premises, PWGSC reserves the right to proceed with an invitation to submit Offers to Lease by inviting only those interested parties deemed to most effectively meet specific operational, security and public safety requirements. If invited, an interested party must submit an Offer to Lease using the PWGSC Lease Documentation Package that shall explain in greater detail the complete requirements of this proposed lease project. Interested parties not invited to submit an Offer to Lease shall be notified and informed of the reason for such decision. Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
