    Description:  The Department of Public Works and Government Services Canada has a requirement for a Regional Individual Standing Offer at the St. Andrews Lock & Dam (SALD), 625 River Road, Lockport, Manitoba.  The work under the requirement comprises all labour, tools, equipment, transportation, and supervision necessary for the performanceof welding and machine services on an as requested basis during the period of the Standing Offer.  
    The scope of work under this Standing Offer includes work for welding and machine services for the purpose of steel maintenance on the bridge structure,bridge components/equipment, floating equipment, land based stationary of mobile equipment, railings, lock components, light standards or other site components and may include improving existing structures or components or fabricating new structures or components at the St. Andrews Lock & Dam (SALD), 625 River Road, Lockport, Manitoba, on behalf of Public Works and Government Services Canada, on an "as and when required basis”. NOTE: No hot work will take place in any building at these sites.
    It is anticipated that only one (1) firm will be issued a standing offer. The period for making call-ups against the Standing Offer is from date of issuance to March 31, 2019. 
    
    This procurement contains MANDATORY requirements.  See Parts 4 and 5 of the Request for Standing Offer (RFSO) for details.
    
    Code of Conduct:  Pursuant to section 01 of Standard Instructions 2006, Offerors must submit a complete list of names of all individuals who are currently directors of the Offeror. Furthermore, as determined bythe Special Investigations Directorate, Departmental Oversight Branch, each individual named on the list may be requested to complete a Consent to a Criminal Record Verification form and related documentation. 
    
    Optional Site Visit:  It is recommendedthat the Offeror or a representative of the Offeror visit the work site.  Arrangements have been made for a tour of the work site. The site visit will be held on February 24, 2016 at 13:00 - 15:00 hours, at 625 River Road, Lockport, Manitoba. Offerors are requested to communicate with the Standing Offer Authority five (5) day(s) before the scheduled visit to confirm attendance and provide the name(s) of the person(s) who will attend.  Offerors may be requested to sign an attendance form.  Offerors who do not attend or send a representative will not be given an alternative appointment but they will not be precluded from submitting an offer.  Any clarifications or changes to the Request for Standing Offers resulting from the site visit will be included as an amendment to the RFSO.
    
    Trade Agreement(s):  The requirement is subject to the provisions of the Agreement on Internal Trade (AIT).
    
    DEBRIEFING: After issuance of a standing offer, offerors may request a debriefing on the results of the request forstanding offers. Offerors should make the request to the Standing Offer Authority within 15 working days of receipt of notification that their offer was unsuccessful. The debriefing may be provided in writing, by telephone or in person. The debriefingwill include
    an outline of the reasons the submission was not successful, making reference to the evaluation criteria. The confidentiality of information relating to other submissions will be protected.
