    Public Works & Government Services Canada (PWGSC) requires the services of an architectural or licensed interior design firm, acting as the prime consultant with a multi-disciplinary team of sub-consultants qualified to provide change management, functional programing and furniture assessment services required for Indigenous Services Canada (ISC) located in Edmonton, Alberta.
    
    The proponent must be a firm, licensed, or eligible to be licensed to provide the necessary professional services to the full extent that may be required by law in Alberta. 
    
    This Request for Proposal is a 1 stage, 1 phase selection process. This means that the proponent must submit all technical information as phase 1, and at the same time, they must also submit their cost proposal in a separate sealed envelope. Ensure that information related to fees or costs are not included with the technical portion of the proposal. 
    
    epost Connect: 
    This RFP allows and encourages Proponents to use the epost Connect service provided by Canada Post Corporation to transmit their proposal electronically. Proponents must refer to GI16, Submission of proposal, and SRE 2, Proposal Requirements, for further information. Due to the nature of the bid solicitation, transmission of proposals by facsimile is not recommended for administrative reasons but offered to Proponents to provide an alternative opportunity in case of incompatibility or inability to transmit by epost Connect service.

    Due to the impacts of the COVID-19 pandemic and to encourage physical distancing, the bid receiving unit in Edmonton will remain open but with limited staff and limited hours: Monday, Wednesday, Thursday and Friday, 9 am to 11 am and Tuesday, 9 am to 2 pm (local time).

    IMPORTANT UPDATE - New process for hand-delivered bids, Edmonton Office, Canada Place - Effective March 11, 2020
    
    Suppliers must be escorted by PSPC staff to access the Canada Place Bid Receiving Unit. Suppliers will not be issued a visitor’s pass as previously communicated.
    
    A courtesy phone will be available at the Commissionaire/Information desk in the main lobby. The courtesy phone will be preprogrammed with a direct line to PSPC reception.
    
    A PSPC staff member will meet suppliers at the Commissionaire/Information desk and escort them to the Bid Receiving Unit within the building’s secured space.
    
    Please ensure adequate time is allotted to deliver a bid to account for this new security procedure.
    
    It is the responsibility of suppliers to ensure that the bid, offer or arrangement, as applicable, is delivered on time to the Bid Receiving Unit.
