    Nature of Requirements: 
    A Regional Individual Standing Offer for the supply of all
    labour, materials, tools, equipment, supervision and travel and
    living expenses necessary to carry out Flooring Replacement,
    such as carpet resilient and laminate flooring in various Crown
    housing units on an "as and when requested" basis by the
    Department of Public Works and Government Services Canada,
    Inuvik, NT during the period of the Standing Offer Agreement.
    
    Security Requirements
    All of the work under the proposed Standing Offer is
    unclassified and the contractor will not have access to any
    classified information or confidential Crown Assets.
    
    Qualifications
    Any Floorcovering Installer doing work under the standing offer
    agreement must have a Floorcovering Installer Journeyman ticket,
    a copy of which is to be supplied to PWGSC prior to the
    commencement of work.  Workers who do not have a Journeyman's
    ticket will be paid at an Apprentice rate and must be supervised
    by a Journeyman Floorcovering Installer.
    
    Standing Offer, Period of
    It is anticipated that the period of the standing offer will be
    from January 01, 2013 to December 31, 2014 inclusive.

    Debriefing:  
    After issuance of a standing offer, offerors may request a
    debriefing on the results of the request for standing offers. 
    Offerors should make the request to the Standing Offer Authority
    within 15 working days of receipt of notification that their
    offer was unsuccessful. The debriefing may be provided in
    writing, by telephone or in person. The debriefing will include
    an outline of the reasons the submission was not successful,
    making reference to the evaluation criteria. The confidentiality
    of information relating to other submissions will be protected.
    
    Specifications are available for viewing and downloading in a
    Portable Document Format (PDF) or in a standard paper version.
    Tenderers should note that Attachment 1 (ATT1) contains the
    Specifications Package (DSP) which consists of PDF files
    organized in an industry recognized directory structure.
    
    NOTE : Contractors are hereby informed that this project is
    located within a Comprehensive Land Claim Settlement Area
    (CLCSA) covered under the provisions of Inuvialuit Final
    Agreement and Gwich'in Comprehensive Land Claim Agreement.
