    Work Description:
    Work to be done under this Contract comprises design, materials and general construction of a 24.38m tall self-supported communications tower at the Canadian Coast Guard (CCG) peripheral Marine Communications and Traffic Services (MCTS) radio site on Maitland Island, located in the Douglas Channel approximately 45km SW from Kitimat, B.C.
    
    The site is accessed via helicopter. The contractor is responsible for providing all transportation services of materials, equipment and crew to and from the site before and during construction. This also includes any trips required during tendering. 
    
    Work to be performed underthis contract includes, but is not limited to:
    Design, supply and installation of:
    - A new tower foundation
    - A new 24.38m self supported tower
    - Antenna mounts
    - A new grounding system
    
    
    Mandatory Requirements: 
    The Contractor must demonstrateexperience with five (5) previous tower design build contracts of a similar construction and remote site or helicopter access complexity including construction cost and location.
    
    Overview of Selection Procedure: 
    The bid shall be submitted followinga "two-envelope" procedure in which the Bidder submits the Qualifications Form and any required associated document(s) in envelope 1, and the Bid and
    Acceptance Form and any required associated document(s) in envelope 2. Both envelopes shall be enclosed and sealed together in a third envelope, the bid envelope. All envelopes are to be provided by the Bidder.
    
    Envelope 1 - Qualifications:
    The Contractor must submit the following in their Qualification Envelope:
    
    1. Contractor Qualifications includingproof of five (5) previous tower design build contracts of a similar construction and remote site or helicopter access complexity including construction cost and location.
    2. Design profile drawing of the proposed tower that includes tower type, sectionsplice detail, section weight, and foundation loads
    3. High level schedule outlining the completion dates of design fabrication, mobilization, site works, and project completion. Schedule must clearly define the anticipated start and finish of the project.
    
    Envelope 2 - Price:
    The Contractor must submit the following in their Price Envelope:
    -The Bid and Acceptance Form (BA),
    -Bid Security
    -Other requirements set out in the solicitation.
    
    Only those envelopes from Bidders that meet the mandatory requirements of the Qualifications will be considered further. 
    
    Delivery Date:
    The work shall commence immediately upon official notification of acceptance of tender by the Contracting Authority and is to be completed on or before October 31, 2017.

    Value of Project:
    To assist with bonding and insurance requirements this project is estimated to cost between $200,000.00 to $250,000.00.
