The first phase will evaluate the qualifications of all bidders. The second phase, (Phase Two), will invite the qualified bidders to provide a financial bid on the project based on the specifications and drawings. An Indigenous Participation Requirement will be included in Phase Two. Upon award of a contract in Phase Two, the pre-qualification list resulting from the first phase will expire and will not be used in any other solicitation. Suppliers are required to submit bids electronically using Canada Post Corporation’s (CPC) Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. Work Description: Public Works and Government Services Canada, on behalf of Environment and Climate Change Canada, has a requirement for site remediation of the Pacific Environmental Centre (PEC) in West Vancouver. Work to be performed under the Contract includes, but is not limited to, the transport and disposal of 28,500 tonnes of previously excavated contaminated soil, and the excavation, transport and disposal of 53,700m3 of contaminated soil, including all ancillary Work. Site access restrictions are as follows: Site is accessed from Bridge Road under the Lions Gate Bridge Use of the roadways on the Squamish Nation lands are the responsibility of the Contactor to secure use. The North Shore Conveyance Project (NSCP) may be occurring at the Lions Gate Wastewater Treatment Plant during the entire duration of this project. Coordination with the NSCP contractor is the responsibility of the Site Contractor. Classes of Soil based on Environmental Quality Criteria are: Hazardous Wase Quality Waste Quality Non-Contaminated Quality The Contractor must provide personnel and equipment with appropriate experience for site conditions, including experience in remediating site-specific Contaminated Material. The Contractor must provide specialized material handling, health and safety, and environmental protection procedures, and must have knowledge of appropriate regulations. Completion of the Work: no later than 2023 March 31. Indigenous Participation Requirement (IPR): An Indigenous Participation Requirement will be included in Phase Two. The IPR must include work opportunities though the provision of goods, services, training, employment, apprenticeship or sub-contracting. Opportunities must contribute directly to the performance of the Work being procured. Site Visit: There will be a site visit held during Phase Two of the solicitation process. Time and date to be determined. Delivery Date: The Contractor must perform and complete the Work by March 31, 2023. Value of Project: To assist with bonding and insurance requirements, this project is estimated to cost between $5,000,001 and $20,000,000.
