    Industrial Security Related Requirement:

    1. At bid closing, the Bidder must hold a valid Security Clearance as indicated in section SC01 of the Supplementary Conditions. Failure to comply with this requirement will render the Bid non-compliant and no further considerationwill be given to the Bid.

The Successful Bidder's personnel, as well as any subcontractor and its personnel, who are required to perform any part of the Work pursuant to the subsequent contract must meet the mandatory security requirement as indicated in section SC01 of the Supplementary Conditions. Individuals who do not have the required level of security will not be allowed on site. It is the responsibility of the successful bidder to ensure that the security requirements are met throughout theperformance of the contract. Canada will not be held liable or accountable for any delays or additional costs associated with the successful bidder's non-compliance with the mandatory security requirement.

    Work Description:
    This document details remedial soil excavation and disposal, in-stream sediment remediation,  and site restoration work to be completed at the Colwood Site #30 (COL 30), CFB Esquimalt, Colwood, BC (the Site). The Site is located northeast of the Wilfert Road security checkpoint at the entrance to CFB Esquimalt’s Colwood property. The Site consists of a forested area that slopes to the southeast towards Joe’s Creek, bounded by the previous extent of remediation completed on the southeast slope of Joe’s Creek.
    
    Access to the Site will be from a vacant lot adjacent to the Site to the northwest (former Biocell remediation area).  To gain access to the remediation area for COL-30, an access road will need to be constructed from the northwest area and will include grubbing and vegetation removal.  
    Previous investigations and remediation have identified metals impacts in surficial soils on the forested slope to the northwest of the creek and adjacent to the creek, and in sediment within the creek.  These impacts will be removed by remedialexcavation according to the following areas:
    
    • Area 3: Remediation of the southeast bank of Joe’s Creek northwest of the current silt fence adjacent to the previously completed COL-30 remediation and will also include the in-stream remediation of Joe’sCreek, and the soil impacts identified on the northwest bank of Joe’s Creek.  
    • Area 3 Septic Field:  Decommissioning and remediation of the previously unexcavated septic field at the south end of the previous Area 4 excavation.  The septic field was disconnected in the summer of 2016 and sanitary discharge is currently routed to a septic tank south west of Building 59.
    • Area 4: Remediation of the remainder of Area 4 will include the un-excavated portion adjacent to Joe’s Creek containing concentrations of metals greater than the BC Hazardous Waste Regulations (HWR) standards and an additional area of HWR soil centred on sample location SS-16-44.
    
    Trees and brush from Areas 3 and 4 will be cleared by the Contractor.  Further work to remove fallen trees, logs, shrubs, and vegetation grubbing will be required by the Contractor to construct access roads and gain access to the remediation area.  Fallen trees and logs should be stockpiled to be used as course woody debris during site restoration.
    
    Optional Site Visit:
    The site visit for this project is OPTIONAL. Bidders are strongly recommended to visit the site prior to submitting a tender for this work and to make inquiries or investigations necessary to become thoroughly acquainted with the site as well as the nature and extent of the work.
    
    A site visit will be held on the following date and time:

    Location: Interested Bidders are to meet at the Canadian Forces Base (CFB) Esquimalt Colwood Main Gate - Wilfert Road, Victoria, B.C
    
    Instruction: Interested bidders attending the optional site visit must wear their own standard PPE (high-visibility vest, hardhat and steel-toed boots) before they are allowed entry into the site. No PPEequipment will be provided for bidders. The site access is controlled so bidders must be escorted by personnel and they must stay with the visiting group for the duration of the site visit.
    
    Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment/addendum.
    
    Note: Interested bidders are required to provide their name(s) to Tian Lam at tian.lam@pwgsc-tpsgc.gc.ca no later than 24 hours prior to the site visit to confirm attendance and provide thename(s) of the person(s) who will attend. Bidders may be requested to sign an attendance form.
    
    Delivery Date: 
    The Contractor shall perform and complete the Work by March 31, 2017.

    To assist with bonding and insurance requirements, this project is estimated to cost between $600,000.00 and $800,000.00 (GST included)
