    Work Description:
    The work described by this specification involves the indoor and outdoor window cleaning of premises occupied by Canada Border Services Agency and PWGSC at the Aldergrove Border Crossing, the Huntingdon Border Crossing and The Pacific Hwy Border Crossing.
    
    The Contractor must provide all material, transportation, labour and equipment necessary to carry out the cleaning of all windows identified in this specification.
    
    Security Requirement:
    There is a security requirement associated with the requirement.
    
    Before award of a contract, the following conditions must be met:
    
    1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Designated Organization Screening (DOS), issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
    
    2. The Contractor/Offeror personnel requiring access to sensitive work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by CISD/PWGSC.
    
    3.  Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.
    
    4.  The Contractor/Offeror must comply with the provisions of the:
    a.Security Requirements Check List and security guide (if applicable), attached at Annex B;
    b.Industrial Security Manual (Latest Edition).
    
    Mandatory Site Visit:
    A MANDATORY site visit will be held at the location and date below. It is mandatory that the Bidder or a representative of the Bidder visit the work site to examine the scope of work required and the existing conditions. 
    
    Arrangements have been made for site visit to be held on:
    
    Time: 10:00am local time
    Date: May 1, 2018
    Location: Huntington Border Crossing, 0 Sumas Way, Abbotsford, BC
    
    Instructions: The site visit will start at the Huntington Border Crossing. Interested bidders must meet at the lobby of the Traffic Building. Parking is limited to only 2 visitor stalls plus the area at the Customs Broker just in front of the CBSA parking lot. Bidders will then proceed to Aldergrove Border Crossing and then to the Pacific Highway Border Crossing. Transportation will not be supplied so Bidders must use their own vehicles to drive to the three locations.
     
    Interested bidders are required to provide by email the name(s) of the person(s) attending to the Contracting Officer, Tian Lam, at tian.lam@pwgsc-tpsgc.gc.ca no later than two (2) business day(s) before the scheduled visit. A maximum of two (2) persons can attend the mandatory site visit due to security and transportation reasons.
    
    Bidders who do not attend or send a representative, for any reason, will not be given an alternative appointment and their bids will be rejected as non-compliant. NO EXCEPTIONS WILL BE MADE. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
    
    As proof of attendance, Bidders and their representatives will be required to sign an attendance form. It is the responsibility of all bidders to ensure they have signed the Mandatory Site Visit Attendance Form prior to leaving the site. Proposals submitted by bidders who have not attended the site visit or failed to sign the Attendance Form will be deemed non-responsive.
    
    NOTE: Bidders who attended and signed the attendance form for the mandatory site visit of solicitation EZ899-180755/A, held on February 8, 2018 at 10:00am, are not obligated to attend the site visit for the solicitation EZ899-180755/B held on May 1, 2018. If the bidder chooses to attend, they are required to register their name with the Contracting Officer before the scheduled visit.

    The Contract will be for two (2) years with three (3) 1-year options. 
    
    Estimated Value: 
    To assist with insurance requirements, this contract is estimated to cost approximately $95,000.00 (GST included).
