HVAC Systems Maintenance - Department of National Defence, Request for Standing Offer

Location:

Work Description: 
The Contractor will supply all labour, tools, material, equipment and transportation necessary to provide HVAC emergency repairs and preventative maintenance for HVAC systems for the Department of National Defence at Canadian Forces Base Esquimalt.  Emergency call outs and preventative maintenance to perform periodic checks of specific equipment shall be issued on an 'as and when' requested basis by the Site Authority or their delegated representative. There is a DND requirement to complete Federal Halocarbon Regulation Schedule 2 reporting forms when and as required. Requirement for all works is to restore operation within the shortest possible period of time.  The Offeror may be required to make any necessary adjustments in the mechanisms, minor lubrications and replace any unserviceable parts to ensure the equipment is in good working condition during preventative maintenance. A Preventative Maintenance schedule may be set up at the discretion of the Site Authority and on mutually agreed upon dates and times.  The equipment including Direct Digital Controls of HVAC systems as outlined requires service.

This Standing Offer shall be for a 3 year period plus two (2), one (1) year option periods.

The total dollar value of the Standing Offer is estimated to be $3,000,000.00 (Applicable Taxes included).  Individual call-ups will vary, up to a maximum of $60,000.00 (Applicable Taxes included). Proponents should note that there is no guarantee that the full or any amount of the Standing Offer will be called-up; DND will issue call-ups only when the specific services to be provided under the Standing Offer are required.

Site Visit: 
Contractors are recommended to make inquiries necessary to become thoroughly acquainted with the nature and extent of the work.

There is NO SCHEDULED SITE VISIT for this solicitation.

THIS STANDING OFFER CONTAINS A SECURITY REQUIREMENT:
The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Facility Security Clearance at the level of SECRET, issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).

The Contractor/Offeror personnel requiring access to sensitive site(s) must EACH hold a valid personnel security screening at the level of SECRET, or RELIABILITY STATUS, as required, granted or approved by the CSP, PWGSC.

Delivery Date: 
It is PWGSC's intention to authorize one (1) standing offer for a period of 3 years with two (2), one (1) year option periods.
