The selected offerors shall provide a range of services as identified in the Statement of Work section of this document. It is PWGSC's intention to authorize up to two (2) Standing Offers for a period of 3 years with 2 one-year optional periods. It is to be noted that Canada is not obliged to exercise the option. The total dollar value of all Standing Offers is estimated to be $500,000.00 (GST or HST included). Individual call-ups will vary, up to a maximum of $60,000.00 (GST or HST included). Offerors should note that there is no guarantee that the full or any amount of the Standing Offers will be called-up; PWGSC will issue call-ups only when the specific services to be provided under the Standing Offer are needed. Please refer to Section SOP04, CALL-UP PROCEDURE. WORK DESCRIPTION: Work under this standing offer covers inspection, installation, service and repair (including all labour, tools, material, equipment, supervision and transportation to job site) for specific types of Energy Management Control Systems (EMCS) and related electric, electronic, and pneumatic control equipment (primarily for HVAC control) as listed by manufacturer. All services will be provided on an "as and when requested" basis. PERIOD OF THE STANDING OFFER: The period for placing call-ups against the Standing Offer shall be for 3 years with 2 one-year optional periods commencing from the start date identified on the Standing Offer. 60 % of the business for the top ranked offeror, and 40% for the 2nd ranked offeror. INDUSTRIAL SECURITY RELATED REQUIREMENTS: At offer closing, the Offeror must hold a valid Security Clearance as indicated in section SC01 of the Supplementary Conditions. Failure to comply with this requirement will render the offer non-compliant and no further consideration will be given to the offer. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Facility Security Clearance at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). The Contractor/Offeror personnel requiring access to sensitive work site(s) must EACH hold a valid personnel security screening at the level of SECRET or RELIABILITY STATUS as required, granted or approved by CISD/PWGSC. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC. The Contractor/Offeror must comply with the provisions of the: a) Security Requirements Check List and security guide (if applicable), attached at Annex A b) Industrial Security Manual (Latest Edition). NOTE: There are multiple levels of personnel security screenings associated with this file. See SRCL and Security Classification Guide.
