    TITLE:  
    Deactivation of Former Alignments, Alaska Highway
    
    LOCATION: 
    The sites are located between Km 480.20 and Km 550.05 on the Alaska Highway north of Fort Nelson, BC.
    
    For reference, Dawson Creek is at Km 0, Fort St. John is at approximately Km 75, Fort Nelson is at approximately Km 455, and Watson Lake is at approximately Km 986 on the Alaska Highway.
    
    DESCRIPTION:
    The project includes deactivation of several former Alaska Highway alignments. 
    Work will be performed in accordance with the contract schedules within the scope of work. The work under this contract generally comprises of the following (including Optional Work which may not be undertaken by PSPC) but is not limited to:
    . Contract Submittals
    . Mobilization and Demobilization;
    . Traffic control; 
    . Development of construction access to facilitate construction. 
    . Environmental protection activities;  
    . Excavation, transport, and stockpile/waste of excavated material; 
    . Removal, transport, and offsite disposal of existing materials, structures, and debris;  
    . Construction of ditches and waterbars;  
    . Sorting, transport, supply, and placement of riprap; 
    . Scarification and seeding of former roadway surfaces;  
    . Restoration to pre-construction conditions and seeding of all disturbed areas; 
    . Supply and install of precast concrete barriers, and
    . Surveys.  
    
    MANDATORY REQUIREMENT - INDIGENOUS BENEFITS PLAN:
    Reconciliation and meaningful engagement with Indigenous peoples across Canada is a priority of the Government of Canada. As part of Canada’s commitment to reconciliation with First Nations, this procurement requires bidders to include an Indigenous Benefits Plan (IBP) that provides economic benefits to the local first nations on whose traditional territories the project is located through subcontracting, and other measures. This project will take place on the traditional territories of the Daylu Dena Council and the Fort Nelson First Nation.
    
    PSPC has worked successfully in the past to leverage training opportunities, employment and capacity building for Indigenous peoples and is pleased to continue working collaboratively with Indigenous communities and stakeholders on federal projects
    
    Bidders must submit a compliant bid that meets all the mandatory requirements which includes the mandatory Indigenous Benefits Plan. 
    
    The IBP must include subcontracting (mandatory) and should include other measures (optional). The IBP value must be a minimum of 10.00% of the total bid amount in order to be compliant. Bids not achieving the minimum of 10.00% will be found non-compliant.
    
    Failure to meet all the mandatory requirements will disqualify a bid from further consideration.
    
    SITE VISIT:
    There is NO scheduled Site Visit.
    
    DELIVERY DATE:
    The work shall commence immediately upon official notification of acceptance of tender by the Contracting Authority and must be completed by March 31, 2020.
    
    VALUE OF PROJECT:
    To assist with bonding and insurance requirements, this project is estimated to cost between $1,000,001 and $5,000,000.
