Tenderers should note that Attachment contains the Drawings and Specifications Package (DSP) which consists of PDF files organized in an industry recognized directory structure. Work Description: Public Services and Procurement Canada (PSPC) has a requirement for Paving and Miscellaneous Works along the Alaska Highway, BC. This Project includes work over two construction seasons; Year 1 Summer / Fall 2019 and Year 2 Spring / Summer / Fall 2020. The project includes work at the various sites from Km 140.30 to Km 473.29 on the Alaska Highway. For reference, Dawson Creek is at Km 0, Fort St. John is at approximately Km 75, and Fort Nelson is at approximately Km 455 on the Alaska Highway. The work under this contract generally comprises of the following (including Optional Work which may not be undertaken by PSPC) but is not limited to: 1. Contract submittals (using CentralCollab). 2. Supply and maintain of all traffic control for the duration of the works. 3. Surveys (construction layout, payment quantities, survey monitoring, as-built survey, and others as required). 4. Quality Management. 5. Environmental protection, onsite environmental monitoring and reporting. 6. Milling and removal offsite of milled asphalt for preparation for pavement overlays and tie-in details. 7. Supply of Asphalt Cement with antistrip additive and other additives (if necessary). 8. Supply, manufacture, transport, and placement of Asphalt Prime, Asphalt Tack Coat, and Hot Mix Asphalt Concrete Pavement. 9. Culvert ditching including excavation, transport, and disposal of excess material (waste) offsite. 10. Culvert end protection including supply and installation of riprap and bentonite. 11. Decommissioning of existing culverts via supply and placement of flowable fill. 12. Grouting of a culvert liner via the supply and install of flowable fill. 13. Supply and installation of new culverts using trenchless and open cut methods (method to be used as directed in the specifications and for some culverts as chosen by the Contractor). 14. Shoulder Reconstruction including excavation, transport and disposal of excavated material offsite, and supply, placement, and compaction of crushed base gravel. 15. Supply, manufacture, hauling, and placement of aggregate materials for highway widening, full pavement reconstruction, pavement structure improvements / re-profiling, Gravel Shouldering, and Asphalt Mix. 16. Reconstruction of existing gravel rest stops in preparation for paving including excavation and offsite disposal, and supply, placement, and compaction of crushed base gravel. 17. Transport, placement (using a purpose-built shouldering machine or other equipment as necessary to achieve grades), grading, and compaction of Gravel Shouldering. 18. Installation of Rumble Strips and Pavement Markings. 19. Restoration to preconstruction conditions of all disturbed areas, replacement of Topsoil (if removed or disturbed during the work), and Hydraulic Seeding of disturbed areas. 20. Hydraulic Seeding of areas previously disturbed by the Contractor who installed 9 steel pipe culverts. 21. Excavation (Optional Work), Crushed Base Gravel (Optional Work), Topsoil Placement (Optional Work), Hydraulic Seeding (Optional Work) to complete repairs to various infrastructure as requested during the work. Mandatory Indigenous Benefits Plan: Canada has worked successfully in the past to leverage training opportunities, employment and resource building for Indigenous peoples and continues working collaboratively with Indigenous communities on various projects. Canada is committed to reconciliation and meaningful engagement with Indigenous Peoples. This invitation to tender requires bidders to include a Mandatory Indigenous Benefits Plan to deliver socio-economic opportunities for the Indigenous Peoples and Indigenous Firms of Prophet River First Nation, Blueberry First Nation and Halfway River First Nation throughout the duration of the project. Bidders must submit a compliant bid that meets all the mandatory requirements which includes the mandatory Indigenous Benefits Plan. Failure to meet all the mandatory requirements will disqualify a bid from further consideration Site Visit: There is NO scheduled Site Visit. Delivery Date: This Contract must be completed before October 7, 2020. Value of Project: To assist with bonding and insurance requirements, this project is estimated to cost between $20,000,001 to $40,000,000.
