    IMPORTANT NOTICE TO BIDDERS:
    
    Two Phase Selection Process:
    This is the first phase (Phase One) of a two-phase competition. The first phase will evaluate the qualifications of all bidders. The second phase, (Phase Two), will invite the qualified bidders to provide a financial bid on the project based on the specifications and drawings. Upon award of a contract in Phase Two, the pre-qualification list resulting from the first phase will expire and will not be used in any other solicitation.
    
    Bidders are required to submit bids electronically using Canada Post Corporation’s (CPC) Connect application for the subject bid solicitation. This service allows bidders to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level. Please refer to Instructions to Bidders 3. Submission of Qualifications for additional details.

    Work Description:
    
    The project includes the design and construction of a salt shed located at Prophet River Maintenance Yard at Km 365, Alaska Highway, BC. For reference, Dawson Creek is at Km 0, Fort St. John is at approximately Km 75, Fort Nelson is at approximately Km 455, and Watson Lake is at approximately Km 986 on the Alaska Highway.
    
    The work under this contract generally comprises of the following:
    • Project Management and Quality Management. 
    • The salt pile inside the existing salt shed will be removed by others. Contractor to coordinate with Departmental Representative and highway maintenance personnel to support highway maintenance requirements.
    • Demolition and disposal of the existing 'coverall’ fabric salt shed located on the footprint of the proposed building.
    • Engagement of professional engineer(s) to complete the design of a new salt shed achieving the requirements detailed in the contract performance specifications and contract drawings.
    • Supply and installation of geomembrane to extend the existing geomembrane to the new lock blocks.
    • Supply and installation of the foundation designed for the loading of the salt shed building.
    • Supply and installation of the salt shed building
    • Removal and reinstatement of lock blocks to permit construction, with procurement of new lock blocks as required.
    • Protection of the existing geomembrane liner and associated works, or reinstatement of the same if damaged, modified, removed, or otherwise required.
    • Excavation, transport, and placement of backfill materials.
    • Surveys (construction layout, as-build survey, and others as required).
    • Environmental protection.
    • Grading of the site as per drawings.
    • Optional work to install 16- 1.25m by 1.25m vents at the existing salt shed at Wonowon Maintenance Yard (Km 162).
    • Optional work to install 16- 1.25m by 1.25m vents at the existing salt shed at Steamboat Maintenance Yard (Km 583).
    
    Delivery Date:
    The Contractor must perform and complete the Work by October 15, 2022.
    
    Value of Project:
    To assist with bonding and insurance requirements, this project is estimated to cost between $1,000,001 and $5,000,000.
